Council of People's Commissars

The Council of People's Commissars is the highest organ in the Executive branch of the government of the Holy Socialist Republic of Constantinopolis. It is the equivalent of a cabinet or council of ministers, with each People's Commissar holding a position roughly analogous to the office of Minister in other countries' governments. Each People's Commissar is the head of a State Commission (a ministry). In all, there are 15 State Commissions, and therefore 15 People's Commissars. In addition, there is a Chairman of the Council of People's Commissars. The Chairman is both the head of state and the head of government, but his executive powers are more limited than those of other national leaders holding similar offices, such as the President of the United States.

Symbolically, all meetings of the Council of People's Commissars are held at a round table.

Unlike in other nations, each of the Council members is elected individually. This means that People's Commissars can be, and frequently are, members of rival political parties. However, infighting almost never takes place, because it is possible to remove a Commissar from office at any time if at least 10 of the other Commissars (or the Chairman and 5 Commissars) vote for such a measure. The Chairman himself can be expelled from the Council by unanimous vote of the 15 Commissars. Whenever a vacancy in the Council occurs (either due to the death, resignation or expulsion of a member), new elections are held in other to fill the vacant position for the remainder of the current term.

All 15 Commissars and the Chairman serve 4-year terms. Elections for the Council of People's Commissars take place in the same year as parliamentary elections.
