The Constitution of Empires of Earth

Preamble:

We the Aristocracy of Empires Of Earth, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for Empires Of Earth. Our Constitution Shall ensure that the King's personal Philosophy that All Men deserve to be Treated Equal, and that they are endowed by their Creator with certain unalienable rights, that among these are life, liberty and the pursuit of happiness.

Article I

EXECUTIVE POWER


1. The Executive Government and Authority of and over Empires Of Earth is hereby declared to continue and be vested in the King. All Powers herein granted shall be vested in the Monarch of Empires Of Earth.

2. The Provisions of this Act referring to the Lord High Chancellor extend and apply to the Lord High Chancellor for the Time being of Empires Of Earth, carrying on the Government of Empires of Earth on behalf and in the Name of the King, when He is not here.

3. There shall be a Council to aid and advise in the Government of Empires Of Earth (henceforth refered to as "EofE"), to be styled the King's Privy Council for EofE; and the Persons who are to be Members of that Council shall be from Time to Time chosen and summoned by the King and sworn in as Privy Councillors, and Members thereof may be from Time to Time removed by the King.

4. All Powers, Authorities, and Functions which under any Act of the Parliament of EofE, are at the Union vested in or exerciseable by the respective Leaders of those Nations, with the Advice, or with the Advice and Consent, of the respective Executive Councils thereof, or in conjunction with those Councils, or with any Number of Members thereof, or by those Leaders individually, shall, as far as the same continue in existence and capable of being exercised after the Union in relation to the Government of EofE, be vested in and exerciseable by the King, with the Advice or with the Advice and Consent of or in conjunction with the King's Privy Council for EofE, or any Members thereof, or by the King individually. All Powers are hereby vested in the King of the Region, who under all circumstances has Final Jurisdiction on All matters, and may at whim override all levels of parliament if He sees it fit. The Monarch is All Powerful, and may not be removed from Power. In cases of emergency the Monarch may dissolve Parliament and declare Marshall Law, which means all powers shall be granted to Him alone. It shall be lawful for the King to make Laws for the Peace, Order, and good Government of Empires of Earth, in relation to all Matters.

5. It shall be lawful for the King, if His Majesty thinks fit, to authorize the Lord High Chancellor from Time to Time to appoint any Person or any Persons jointly or severally to be his Deputy or Deputies within any Part or Parts of EofE, and in that Capacity to exercise during the Pleasure of the Lord High Chancellor such of the Powers, Authorities, and Functions of the Lord High Chancellor as the Lord High Chancellor deems it necessary or expedient to assign to him or them, subject to any Limitations or Directions expressed or given by the King; but the Appointment of such a Deputy or Deputies shall not affect the Exercise by the Lord High Chancellor himself of any Power, Authority, or Function.

Command of Armed Forces to continue to be vested in the King

6. The Command-in-Chief of the Land and Naval Militia, and of all Naval and Military Forces, of and in EofE, is hereby declared to continue and be vested in the King, who may appoint deputies to various position as deemed fit for the running of the Armed Forces.

Article. II.

LEGISLATIVE BRANCH


Section 1

There shall be One Parliament for Empires of Earth (EofE), consisting of the an Upper House styled the House of Lords, and the House of Commons. All legislative Powers herein granted shall be vested in the Parliament of the Empires Of Earth and King as well.

1. The privileges, immunities, and powers to be held, enjoyed, and exercised by the Houses, and by the members thereof respectively, shall be such as are from time to time defined by Act of the Parliament of EofE or the King, but so that any Act of the Parliament of EofE defining such privileges, immunities, and powers shall not confer any privileges, immunities, or powers exceeding those at the passing of such Act held, enjoyed, and exercised by the Commons House of Parliament .

Section 2.

1. The House of Commons shall be composed of Members chosen every sixth Month by the People of the Region, and Members shall have the Qualifications requisite for this position. The House of Commons shall, subject to the Provisions of this Act, consist of five Members, who shall be styled Commons.

2. No Person shall be a Common who shall not have attained to the Age of ten Years, and been one month a Citizen of the Region.

3. When vacancies happen in the House of Commons, the King, or Lord High Chancellor shall issue Writs of Election to fill such Vacancies.

4. When one is elected they shall have the obligation to log in a Minimum of Once a Week, unless prior Announcing that they shall be withheld from logging in for a more extended period of time. Failure to do so may result in penalization.

Section 3.

1. The House of Lords of shall be composed of 5 Members, chosen by the King and Lord High Chancellor thereof for 9 Months. Members shall be styled Lords, the female version of which is Lady.

2. If Vacancies happen by Resignation or Impeachment, the King may make temporary Appointments which shall fill such Vacancies.

3. No Person shall be a Lord (or lady) who shall not have attained to the Age of eleven Years, and been one Month a Citizen of Empires of Earth.

4. When one is elected they shall have the obligation to log in a Minimum of Once a Week, unless prior Announcing that they shall be withheld from logging in for a more extended period of time. Failure to do so may result in penalization.

5. The Senate shall have the Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath. No Person shall be convicted without the Concurrence of 3 fifths of the Members present.

6. Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honour, Trust or Profit under Empires of Earth: but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.

Section 4.

1. The Times, Places and Manner of holding Elections for Commons and appointments for Lords, shall be given when the time comes; but the Houses may at any time by Law make or alter such Regulations. Elections for Commons shall take place on the Sixth Month from the Month at which the House becomes full, however on no specific date. The Same goes for the House of Lords, with the exception that it is every nine months.

2. The Houses shall assemble at least once in every six months, on a pre-specified date.

Section 5.

1. Each House may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of three fifths, expel a Member.

2. Each House shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members of either House on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

Section 6.

1. The Parliament shall not have the Power To lay and collect Taxes, Duties, Imposts.

2. To borrow Money on the credit of the United States;

3. To establish an uniform Rule of Naturalization, and uniform Laws on the subject of Bankruptcies throughout the Region;

4. To coin Money, regulate the Value thereof, and of foreign Coin;

5. To establish Post Offices and post Roads;


1. The Parliament shall have the Power To define and punish Piracies and Felonies committed, and Offences against the Law of Nations;

2. To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water;

3. To raise and support Armies;

4. To make Rules for the Government and Regulation of the armed forces;

5. To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;

6. To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of EofE;--And

7. To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of EofE, or in any Department or Officer thereof.

Section 7.

1. The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.

2. No Bill of Attainder shall be passed.

3. No Capitation, or other direct, Tax shall be laid.

4. No Tax or Duty shall be laid on Articles exported from any Nation.

5. No Preference shall be given by any Regulation of Commerce or Revenue to the Ports of one Nation over those of another; nor shall Vessels bound to, or from, one Nation, be obliged to enter, clear, or pay Duties in another.

6. Titles of Nobility may be granted by Empires of Earth: And no Person holding any Office of Profit or Trust under them, shall, without the Consent of the King, accept of any present, Emolument, Office, or Title, of any kind whatever, from any Foreign Monarch or State.

Section 8.

1. No Nation shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal with a foreign Region;

Article III.

Judicial Branch


Section 1.

1. The judicial Power of Empires of Earth shall be vested in One Supreme Court. The Judges shall hold their Offices during good Behaviour, and shall, at stated Times, receive for their Services a Compensation, which shall not be diminished during their Continuance in Office.

Section 2.

1. The judicial Power shall extend to all Cases arising under this Constitution, the Laws of Empires of Earth, and Treaties made, or which shall be made;--to all Cases affecting Ambassadors, other public Ministers and Consuls;--to all Cases of admiralty and maritime Jurisdiction;--to Controversies to which Empires of Earth shall be a Party;--to Controversies between two or more Nations [Nations mind you, not regions];-- between a Nation and Citizens of another Nation;--between Citizens of different Nations;-- and between a Nation, or the Citizens thereof, and foreign Regions, Citizens or Subjects.

2. In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a Nation shall be Party, the Supreme Court shall have original Jurisdiction. In all the other Cases before mentioned, the supreme Court shall have appellate Jurisdiction, both as to Law and Fact, with such Exceptions, and under such Regulations as the Parliament shall make.

3. The Trial of all Crimes, except in Cases of Impeachment, shall be by Jury.

Section 3.

1. Treason against Empires of Earth, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort. No Person shall be convicted of Treason unless on the Testimony of a witness to the same overt Act, or on Confession in open Court.

2. The Parliament and Monarch shall have Power to declare the Punishment of Treason, but no Attainder of Treason shall work Corruption of Blood, or Forfeiture except during the Life of the Person attainted.

Section 4.

1. The Surpeme Court Shall consist of 3 members: The Monarch, The Lord High Chancellor, and an Elected Judge.

2. Whilst the Two Former serve for life, that latter shall be elected Once every Year.

Article IV.

Nation States


Section 1.

1. Full Faith and Credit shall be given in each Nation State to the public Acts, Records, and judicial Proceedings of every other Nation State. And the Parliament may by general Laws prescribe the Manner in which such Acts, Records and Proceedings shall be proved, and the Effect thereof.

Section 2.

1. The Citizens of each Nation-State shall be entitled to all Privileges and Immunities of Citizens in the several Nation-States.

2. A Person charged in This Region with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another Region, shall on Demand of the executive Authority of the Region from which he fled, be delivered up, to be removed to the Region having Jurisdiction of the Crime.

Section 3.

1. New Nation-States may be admitted into this Union; but no new Nation-State shall be formed by the Junction of two or more Nation-States, or Parts of States, without the Consent of the Legislatures of the Nation-States concerned as well as of the Regional Parliament.

2. The Parliament shall have Power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the Region; and nothing in this Constitution shall be so construed as to Prejudice any Claims of Empires of Earth, or of any particular Nation-State.

Section 4.

1. Empire of Earth shan't guarantee to every Nation-State in this Union a Republican Form of Government, but shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.

Article V.

1.The Parliament, whenever Three Fifths of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of One Half of the several Nation-States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Parliament.

Article VI.

Supremacy Clause

1. All Engagements entered into, before the Adoption of this Constitution, shall be as valid against Empires of Earth under this Constitution.

2. This Constitution, and the Laws of Empires of Earth which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of Empires of Earth, shall be the supreme Law of the Land; and the leaders in Every Nation-State shall be bound thereby, any Thing in the Constitution or Laws of any Nation-State to the Contrary notwithstanding.

3.The Lords and Commons before mentioned, and all executive and judicial Officers, shall be bound by Oath to support this Constitution.
