Gérard Kamanda wa Kamanda (b. 1941), a lawyer and self-proclaimed socialist, is an intelligent but intransigent man, hailing from the Bandundu region. He was assistant secretary of the Organization of African Unity in 1972. He has worked with Mobutu since the 1960s. He was a key player in the removal of citizenship from the Kivu Banyamulenges which fuelled the Masisi conflict that eventually contributed to the birth of the ADFL rebel forces; a hard-liner, he adamantly opposed negotiating with, or even talking with, the rebels during the Great Central African War. He is currently minister of labor and social security.
