The Government

Imperial Branch

The Overlord

The Overlord is a hereditary position. He makes most of the decisions involving the Empire. He has a panel of adivisors (see below) that includes the Prime Minister. There are very few decisions made by the Forum over his authority.

The Advisors

The Imperial Advisors are the War, Economic, Internal (roads, power, etc.), and Foreign. These are in addition to the Prime Minister. These advisors are not actually in charge of anything, they merely advise the Overlord. However, these do hold significant sway over the decisions of the Overlord. The Imperial Advisors are appointed by the Overlord, and he may replace them at any time. Thus, many of the advisors choose to play safe in their advice.

The Imperial Guard

The Imperial Guard is chosen from the elite ranks of the FNA. This squad-sized group is responsible for the protection of the Overlord in all circumstances. At any point, the Overlord may choose to replace one or more of the Imperial Guard.

Executive Branch

The Prime Minister

The Prime Minister is the head of the party with the most seats during joint elections. He is only removed if his party loses the election, he is removed as head of his party, or if a three-quarters majority requests that he leave. That has happened only once, in the aftermath of the Civil War. The Prime Minister is basically a very important advisor to the Overlord. He has the authority to make smaller decisions and can advise the Overlord on anything.

The Cabinet

The Prime Minister may appoint a Cabinet of between seven and thirteen members, although the usual number is eight.

Legislative Branch

The Forum

In the Forum, there are twenty representatives from each province and five non-voting from each territory, leading to a total of 320 voting and 15 non-voting delegates. Each representative serves eight years, and this is rotated like that of the RL U.S. Senate, but with four rather than three. Thus, in any given election year there are 80 positions for the election. Territorial delegates are elected every eight years, with no rotations. Most decisions require a two-thirds majority, although many that could work against the Overlord require more. The Forum has the following powers, with a few not mentioned:

  • Approval of Budget1
  • Veto Power over laws passed by the Overlord2
  • Approval needed for removal of any judge

1If a three-quarters majority is not reached within thirty days, or shorter if a budget is deemed necessary immediately, the Overlord has the power to approve his own budget.
2Five-sixths majority needed for this. Therefore, currently, 267 votes are needed to veto any law.
