Gustav Harster (June 6, 1897 - December 12, 1954) was the Imperial Emperor of the Baltan Empire from 1932 until 1947. Before his reign as the Imperial Emperor, he was the leader of the European Fascist Party, a political group which united several nations under fascist doctrine, brutal technique, and passionate and emotionally stirring oration.

Harster gained power after the European Fascist Party won majorities in several nations, all of whom quickly combined under fascist rule. Declaring himself as ultimate authority, he quickly began seizing lands after massive military and economic buildup, sparking the Baltan War, which quickly drew in Belarum, the Soviet Union, and Triera. Haster sought total and complete domination of the European Union in order to create a New World Order. Ultimately, Harster would fail in his quest for world domination, but the mark he left on the EU will likely remain the darkest in it's history.
