Herbert Clark Bissel was born on December 3, 1884 in Royes, Popeleoma Del Signe and died on March 27, 1928 in San Francisco, USA. He only served one term on the Duma and bought his way into the speaker's chair. He had inherited the country at a boom and did very little during his four years as speaker.
