Hikozaemon rose to his current position only recently, immediately after Kagato the Usurper’s true identity was revealed and he was forced to flee from the Planet Jurai. Despite would-be Supreme Empress Ayeka Jurai’s linage and display of Jurai Power, the Holy Council expressed some doubt in Ayeka’s readiness to rule, and therefore, elected Hikozaemon to aid her through her first years of ruling. The years have passed since then, but even though Ayeka no longer relies on Hikozaemon’s advises as much as she used to, he still retains the title of First Imperial Advisor and he is often empowered to speak on behalf of the Holy Council and to make important decisions in Ayeka’s absence.
