Horacio Doan

Position

Mr. Doan is the newly appointed Minister of Foreign Affairs for the Democrats. He was appointed as part of the inaugural regional government in September of 2005 by the Prime Minister from Malashaan in recognition of his efforts as a diplomat representing The Frozen Chosen at the Constitutional Convention.

Background

Horacio Doan, a middle-aged man of unknown ethnic tribal heritge, immigrated to The Community of the Frozen Chosen soon after that nation's incorporation in 2001. He quickly became a proponent of strong internantional relations. He entered the field of international politics in an official capacity when he was hired to act as a traveling representative for a major publishing firm seeking a foodhold in the world market. Though the position itself was out of the public spotlight, Doan's experiences in his travels, combined with musings on international relations, with a focus on cultural matters, led him to write a series of essays that drew the attention. In the end it was a article on the value of international institutions such as the United Nations that drew the attention of then diplomat Mark Heln. The result was a close friendship and professional relationship. Thus when Heln was elected as the Community's first UN delegate he was quick to appoint Doan to his staff.

Doan proceded to act as head of staff for Heln's home office, working to maintain close ties with the Community while Heln took up residence at the United Nation's building. Because of the working relationship with the home office and the depth of Doan's experience in balancing international relations with national issues, Doan was chosen to lead delegation to the regional Constitutional Convention in Summer 2005. Among his contributions to the resulting document were stipulations of free trade and the creation of a regional juduciary.

Personality

Due to the many pressures of international diplomacy Horacio Doan is almost always under the wear of high stress. Assuredly the massive jet lag he incurs in his frequent international travels is of little help to the situation. Even the week of sabbatical Doan is allowed every 6 months seems to do little to lessen his apparant fatigue. This may be because he rarely accepts the allowed vacation out of dedication to his position. Still, despite hid weary demeanor, Doan carries his position with exceptional poise, rarely allowing internal frustration to breach his calm manner. When outbursts do occur, they most frequently manifest as terse, often sarcastic comments lacking of the standard diplomatic polish.
