Latin is very much a base language. A very large number of modern day languages have come from Latin in one way or another. Although Latin is not really spoken in today's world, it is still an official language in some countries and a formal language in many. The only RL nation that really uses Latin anymore is Vatican City.
Some NS nations may chose to use Latin in official documents. A large number of national mottos are in Latin.
