Lei Chaolan in the only and current First Ruler of Oldham Road. He took to the throne when he betrayed his Emperor, Yamada Kaito in 1996 when it became apparent that he cared for no-one but himself. It is beleieved that Lei Chaolan is a distant descendant of Saruwatari Kaito.
In the year of 2007, Lei Chaolan set up his own political party which he dubbed as the Entreprenaire's Club, a play on the words Entrepreneur and Millionaire.
