Until what time power can be transferred to a representative government, Mary Astell is in sole and absolute command of Agwanti. Her offices are on the new capitol of Keor, where the interim administration works through the day and night drafting, editing and reviewing systems of government.
In person, Astell has a definite authoritive air, but always seems to be very tired, as if she hasn't slept within recent memory. She has difficulty managing the flourishes and formality of diplomacy, and tries to get right to the point as often as she can.
