The Horvathian Free States of Mulhollandgradia (CSM) is a confederated parliamentary constitutional protectorship. Twelve sociocracies, distributed throughout eight administrative regions, comprise the confederacy. The twelve sociocracies are Vinchensa (the location of the confederate parliament), Richardsonton, Cardinal Jacksonville, Stalintown, Katharina, New Mulhollandgradia, New Salvador-Horvathia, Achmedia, Sector D, Bradonia, McHOPEA, and Dei Glorium. The eight administrative regions are: Mulhollandgradia, Pan Horvathia, Western Gunder, Ingenuus, Christian Communism, the Taylorian Islands, Tinashappyplace, and Western Harai. Four administrative regions and former states, Mulhollandgradia, Pan Horvathia, Ingenuus, and Christian Communism, were signatories to the SUBOS (Soviet Union of the Brotherhood of Socialists) Pact, which provided for a common currency (EGU), common defence, and unity in the name of the HORVATH. As the role of individual governments became less necessary, the SUBOS structure took more presidence.

Historic Political Parties of the United Socialist States of Mulhollandgradia

1 - Communist Party (CP) - The CP is under the leadership of Paul Christopher Richardson, Jr. It pursues traditional Communist policies. It supports promulgating official atheism, despite the fact that a majority of its members are Horvathians. It opposed the recent illegalization of the death penalty, saying its necessary for capitalist roaders. It advocates the statutory expansion of the People's Army to 2% of the population and the reserve to 1% and advocates the expansion of its nuclear deterrent to a level equal to or greater than the historic Union of Soviet Socialist Republics (USSR). Its manifesto calls for a strong military and expansionist foreign policy in order to spread Communism and promote the Brotherhood and Glory of the Working Man!

It is rumored that the Communist Party will be disbanded in light of recent developments

2 - The Horvathian Socialist Union Party (HSUP) - The HSUP is under the leadership of Raoul Rossi. It is a party that hopes to continue the work started by HORVATH I and Charles Leonardo Vinchensa. It wants to form a new alliance similar to SUBOS, called NUBOS (The New Union of the Brotherhood of Socialists). It would offer the EGU guarantee (guaranteed food to any Socialist country) and all of the defense guarantees historically associated with SUBOS (Mutual Defense Pact, Stationed Nuclear Weapons, and Settlers). It swears loyalty to the memory of HORVATH I and loyalty to HORVATH II. All of its members adhere to the faith of Horvathianism and believe that the religion should be spread to the rest of the world. Finally, they believe that Horvathianism should become the official language of the USSM and supplant both Mulhollandgradian and Roonsburgian.

The Horvathian Socialist Union Party (HSUP) is in a permanent coalition with the Bradonian Socialist Union Party (BSUP), the HOPEAN Socialist Union Party (HOSUP), and the Christian Communist Socialist Union Party (CCSUP).

3 - The Libertarian-Socialist Party (LSP) - The LSP was founded by KATHRYN, the granddaughter of Marc Richard Kingston and second cousin of HORVATH II. It seeks to promote traditionally Libertarian-Socialist ideals. It seeks decentralization for the government and a major reduction in military spending. It wants the CSM to renounce and unilaterally dismantle its nuclear weapon stockpiles. After the death of KATHRYN, it advocated libertarian and confederal ideas for the country and was instrumental in the dissolution of the United Socialist States of Mulhollandgradia and its replacement with the Confederate Sociocracies of Mulhollandgradia.

1 - 7/27/05: The Opening Session of Parliament - Selection of Paul Christopher Richardson, Jr. as Chancellor and confirmation of HORVATH II as the Lord Protector of the United Socialist States of Mulhollandgradia for life.

2 - 7/28/05: Confirmation that HORVATH II's religious significance is equal to his father HORVATH I

3 - 7/28/05: Agreement to join the United Democratic Communist Party. The motion passed 310-290.

4 - 7/29/05: A Resolution "In Support of Independence for the United Socialist States of Roonsburg, with reservations regarding foreign policy and the USSM's military bases," was passed 251-249.

5 - 7/29/05: Constructive Vote of No Confidence replacing the coalition government of Chancellor Paul Christopher Richardson, Jr. (CP-LSP) with a coalition government led by Chancellor KATHRYN (LSP-HSUP). The motion passed 251-249. [NOTE: KATHRYN's portfolio of the Foreign Ministry was transferred to former CP member and current leader of the HSUP, Raoul Rossi.]

6 - 7/31/05: A law authorizing the holding of referendum in all of the Administrative Regions in regards to their desire to remain one of the United Socialist States of Mulhollandgradia. First, there would be a referendum on sucession, than if unsucessful there would be one about autonomy.

7 - 8/1/05: A resolution agreeing to respect the perpetual independence of Tinashappyplace (which had just voted for sucession overwhelmingly [93%] and declared formal independence) was defeated 70-429-1 Not Voting (Achmed the Snake)

8 - 8/2/05: A comprehensive law providing for the the transfer of 1,000,000,000,000 EGUs to the USSRoonsburg, the renaming of Mulhollandgrad as Vinchensa City, and the reannexation of Tinashappyplace for the countries already proven inability to lead was passed 429-69-2.

9 - 8/3/05: A constitutional ammendment providing for the renaming of Salvador-Horvathia as Horvathia Augusta and the granting of independence to it with no restrictions on its foreign policy was passed 429-69-2 (securing the necessary two-thirds majority required for constitutional ammendments).

10 - 8/3/05: Chancellor KATHRYN authorized Order 52084, which yielded full adminstrative and executive powers to the HORVATH for one minute. It was used primarily to implement the constitutional ammendment passed the day before.

11 - 8/3/05: Raoul Rossi was confirmed as Chancellor 250-249-1.

12 - 8/4/05: A law illegalizing the use of the death penalty in all political divisions of the United Socialist States of the USSM and by the People's Army passed 250-249-1. It was passed partly in commemoration of the advocacy of this position by the late Chancellor KATHRYN.

13- 8/8/05: Selection of Raoul Rossi as Chancellor 325-175. This occured after the results of the most recent election were released. The HSUP garnered 65%, the CP 30%, and LSP 5%.

14 - 8/8/05: The Comprehensive Electronic Grain Unit Act was passed 464-25-1. This provides for the establishment of ten federal cities (in addition to Vinchensa City) where all Mulhollandgradians must live. It revises the amount of EGUs issued to the average citizen of the USSM from the curent GDP per capita to 75 EGUs (adult) or 52 EGUs (minor). It provided incentives for the average Mulhollandgradian to grow their own food.

15 - 8/15/05: The Democracy in the USSM Act was passed 348-150-2. This provided for the direct election of mayors for federal cities and the capital. These mayors would be directly responsible to their regional administrator, who in turn would be directly responsible to the Minister of NUBOS Implementation. Further, voter protections were implemented.

16 - 8/16/05: The Parliament authorized a constitutional convention 500 - 0. Its purpose is to convene in order to legalize the dissolution of the United Socialist States of Mulhollandgradia and authorize the creation of a new country the Confederate Sociocracies of Mulhollandgradia.

1 - 8/17/05: The Opening Session of the Horvathian Parliament - James Summers was confirmed as NUBOS Minister 99-0.

2 - 8/17/05: The Horvathian Parliament authorized a tax reduction 54-45. The tax reduction was funded by requiring all recipents of state health care to have proper vaccinations. Further, the Horvathian Parliament passed a resolution supporting future tax cuts 90-9, provided that they are paid for by military reductions and unilateral nuclear disarmament.

3 - 8/18/05: The Horvathian Parliament voted 99-0 to move the capital from the Sociocracy of Vinchensa to the independent city-state of Horvathia Augusta.

4 - 8/18/05: The Horvathian Parliament voted 45-54 to defeat a proposal to transform Western Harai into a international prison colony under Warden Robert Saturn. Harains would be allowed to freely feed throughout the prison colony.

5 - 8/19/05: The Horvathian Parliament voted 90-9 to authorize a tax reduction of 26% (from a 100% to a 74% tax rate) for the people of the Confederate Sociocracies of Mulhollandgradia. As a condition of the tax cut, military spending would be substantially cut over the next four months. This was done in order to give individual citizens and the constituent sociocracies more freedom to control their own lives.

6 - 8/19/05: The Horvathian Parliament passed 54-45 a resolution calling for the army of the CSM to be cut in half and for all of the confederacy's nuclear weapons to be unilaterally dismantled. The resolution was non-binding.

7 - 8/19/05: The Horvathian Parliament voted 72-27 (opposed by the Communists, CCSUP, & HO-SUP) to authorize the privatization of all businesses not deemed essential to the welfare of the citizenry, the state, or NUBOS. The Sociocratic Consulate was granted full authority to implement this directive. The Sociocratic Consultate, in turn voted 8-3 to grant this authority to the NUBOS Minister, James Summers.

8 - 8/19/05: The Horvathian Parliament voted 54-45 to half the active duty strength of the army of the Confederate Sociocracies of Mulhollandgradia. It further voted to tranfer control of the national guard to the constituent sociocracies of the confederacy. Each sociocracy is expected to maintain a sociocratic guard of 0.1% of the national population.

9 - 8/20/05: The Horvathian Parliament voted 54-45 to illegalize the use of dams and artifical irrigation. The law was designed to protect the natural environment, limit the power of the confederate government, and to provide for a tax reduction of 6% (from a 74% to a 68% tax rate).

10 - 8/21/05: The Horvathian Parliament voted 72-27 (opposed by the CCSUP & HO-SUP) to allow outsourcing privatized business jobs to members of NUBOS. The law provided for a tax reduction of 1% (from a 68% to 67% tax rate).

11 - 8/23/05: The Horvathian Parliament voted 54-45 to authorize a tax reduction of 6% (from a 67% to 61% tax rate).

12 - 8/23/05: The Horvathian Parliament voted 72-27 (opposed by the BSUP, HO-SUP, & CCSUP) to amend the constitution of the Confederate Socialist States of Mulhollandgradia, to include the Horvathian Duties. The amendment passed the Horvathian Consulate 8-3.

13 - 9/3/05: The Horvathian Parliament voted 54-45 to eliminate the federal army reserve. Funds were allocated to allow for military conscription on the sociocratic level, as a step towards a true militia system.

14 - 9/4/05: The Horvathian Parliament voted 99-0 to approve a constitutional amendment to change the number of members in the Parliament to a statutory number of 100 members, regardless of the number of Sociocracies, and to have elections on the first day of every year. The Sociocratic Consulate approved the measure 12-0.

15 - 9/8/05: Prime Minister James Summers failed a vote of no confidence when the Horvathian Parliament voted 90-9 to express their dissatifaction with the administration. James Summer's immediately asked HORVATH II to allow new elections. HORVATH II agreed. New Elections are scheduled for September 17, 2005.

16 - 9/24/05: The Horvathian Parliament voted 62-38 ? (opposed by the ???) to amend the constitution of the Confederate Socialist States of Mulhollandgradia, to include the Horvathian Liberties. The amendment passed the Horvathian Consulate 13-0.

Independence Referendum Results

Chancellor KATHRYN ordered refendums be held in all of the then administrative regions of the now defunct USSM. Somewhat surprisingly, 22% of MulhollandgradiaSSR voted for independence from the United Socialist States of Mulhollandgradia. These voters represented libertarians who want to establish a libertarian country, similar to that of the Promethians. After losing the referendum, they have decided to join the Libertarian-Socialist Party (LSP) and transform it into a true Libertarian Party, called the Liberal Party (LP).
