Federal Law 18774

WHEREAS the government is losing control of some of it's population,
AND whereas military forces are being concentrated in other nations,
AND whereas city police are shrinking in number,


THE DEPARTMENT OF LEGISLATION HEREBY establishes the Committee of State Security, which:


SHALL have authority over all city, and state police,

SHALL have authority to arrest for Federal Reasons,

SHALL NOT have authority over Federal matters,

SHALL be strictly controlled by Federal Law.
