The United Socialist States of Ottawo is a tiny, safe nation, renowned for its compulsory military service. Its compassionate, cynical population is ruled with an iron fist by the dictatorship government, which ensures that no-one outside the party gets too rich. In their personal lives, however, citizens are relatively unoppressed; it remains to be seen whether this is because the government genuinely cares about its people, or if it hasn't gotten around to stamping out civil rights yet.

The government -- a sprawling, bureaucracy-choked, corrupt, socially-minded morass -- devotes most of its attentions to Social Welfare, with areas such as Religion & Spirituality and Law & Order receiving almost no funds by comparison. Private enterprise is illegal, but for those in the know there is a slick and highly efficient black market in Information Technology.

Crime -- especially youth-related -- is totally unknown. Ottawo's national animal is the red wolf, which frolics freely in the nation's many lush forests, and its currency is the workers credit.


History

The Willing Tribes

Jalites

The original four tribes that came to make up Ottawo now make up the four major languages spoken in modern Ottawo. the Jalites (predominantly English) were very community oriented, sharing everything from wives to resources. They lived in the mountains around Ottawo island, specializing in defensive warfare, espeically using makeshift explosives and false retreats to confuse and destroy enemies. Comparative to the vikings of reality, the Jalites were formerly barbaric tribes that made their entirely livelihood off of pillaging and stealing from their neighboring tribes. However with the nearby rise of the Federian dynasty in Turkimen, unity and firepower eventually drove off the Jalite raiders. Settling down was hard at first, but eventually they learned to work together, and share communally to survive. That said This made them ripe for Nagamo's Marxist doctrine to take root in their culture, and they were the first to join his cause, and one of two to do so willing.

Lupinites

The second willing participants in the Ottawoan People's Republic were the Lupinites, a series of professed lycanthropes, who found the chance to join a country who respected their differences. The lupinites were born originally from a series of outcast lycanthropes from neighboring tribes who, banding together, formed their own tribe. They became fiercely tied together, and a death in a lupinite community is mourned for weeks, and a murder or death in war is quickly avenged ten fold, normally with the death of the killer, and if possibly anyone and anything connected to him. This gave them a reputation of fierocity and loyalty unsurpassed in any other tribe. Indeed, the Lupinites are considered some of the most loyal subjects to the Ottawoan cause, and many if not all of them have sworn their fealty to Commissar Nagamo at least once in their lifetime. Many also went on to join the army in the hostile takeovers to come.

The Tribal Wars

However the time had come where the island's inhabitants had stopped willingly joining Nagamo's regime. The two that did not were called the Hellinites, a series of Grecan tribes that ruled much of the archipelago in the area, and the Ibian's, a small Spanish tribe. Both were modernized, like the Lupinites and Jalites before them, and large battles were fought with each.

Ottawoan-Hellinite War

The larger and longer of the two wars, that officially came to an end on Febuary 25, 2006, The Ottowoan-Hellenite War was fought on multiple islands on the coast of Narcilia. While primarly devastating to the loosely connected and badly orchestrated Hellinites, the Ottawoan's did not exactly win a landslide victory either. The most famous battle being:

  • The Battle of Dera Hill

After taking much of Ottawo Island, the Ottawo army found themselves stuck in a strategic hell hole. A large hill, named Dera after the Jalite myth that the Goddess of the hunt, Dera, slept there the night she transcended into the heavens, was blocking them from reaching the last Hellenite stronghold at Cypresia. Machine guns, specifically old Lewis Guns (salvage from the Turkimen Civil War, see Turkimen History) were placed ontop of this hill. Finally, the Ottawoan government was able to procure aircraft from nearby Turkimen, specifically the ailing suppliers of Turkimen's meager airforce, happy to sell their excess planes to someone. With their renewed airpower, Nagamo was able to knock out the remaining defenses on Dera Hill, and the 1st Lupine Guard moved on to Cypresia the next day, a white flag flying high over the city walls.

However not all cities were taken so easily, and not all battles won so simply. The Hellinites were fiercly independent people. They were remants of the largest ethnic majority of Turkimen who escaped from Turkimen rule, and were not willing to simply drop their arms and culture to another government.

Ottawoan-Ibian War

While no major battles took place, the Ibian's resistance was felt the most after they had been officially assimilated, three weeks before the Hellinite's. They sabotaged many of the hastily put up war time infastructure that the Ottawoan military had set up, and Ibian snipers attacks were common during the two tribal wars, leading many of army personnel to set up not only night watches, but night patrols around campsites.

Ottawo's True Founding

After finally winning the support of the four tribes of Ottawo Island, Commissar Nagamo officially set up his regime on Febuary 25th, 2006, to much applause and hatred from his supporters and dissidents respectively.

The Rule of Nagamo

Nagamo's reign so far has been an ackward one. Starting with the nationwide militarization of the governmentally run school system, to the putting in place of the compulsory organ donation for all able bodied peoples, his governmental reforms in trade, agriculture, and social issues have been taken without complain thus far. The most interesting aspect is the rise of the Lupinite aristocracy, apexing with the Lupinite loyalists pressing Nagamo into allowing the first Ottawo delegate, a Lupin, to go to a conference on International Werecreature Relations and how to enforce good relations with humans and inbetween their own kind. So far, not much has come of the meeting, but it is the first signs of a lasting and stable regime for Nagamo.

Geography

The People's Republic of Ottawo is stationed on an archipelago on the coast of Narcilia, a large continent predominantly ruled by the country of Turkimen. Narcilia, and it's coastal islands, are famous for it's many tribes, even in the modern era. While Turkimen itself assimilated all mainland tribes, the island tribes of the Ibians, Hellenites, Lupinites, and Jalites, as well as over thirty other recorded tribes, all still reign on the archipelago's surrounding Turkimen.
