Outineau is the second-largest city in Kelssek and the provincial capital of Beaulac. It is a city renowned for its vibrant cultural scene and is known as the "City of Festivals" in English Kelssek for the number of such major annual events which take place there.

As is the norm in Kelssek it has a diverse and multicultural population; with French being the most widely-spoken language in the city. Outineau has a population of 7.7 million, and as of the 2004 census its metropolitan area (Greater Outineau), which includes the cities of Dorval, Laval, Dollard-des-Ormeaux, and Frontenac, has 32,667,242 inhabitants. The major employers in the city are the sectors of financial services, natural resources, and the provincial government. The city is also home to the East Pacific Civil Aviation Organisation (EPCAO).

Outineau's main daily newspaper, Le Etoile, produces English and French editions and has the widest circulation in Kelssek when both editions are combined.

Arts and culture

Outineau is most well-known as a city of vibrant cultural life, day and night. It is home to the famously avant-garde exhibits of the Musée d'Art Moderne and hosts a multitude of festivals, like the Festival of Lights, the Outinueau Comedy Festival, the Outineau International Jazz Festival, the Kelssekian Fireworks Festival, the Outineau Fringe, and holds the country's largest Gay Pride Parade.

The city's dynamic cultural scene is part of daily life in Outineau, but the Quartier Latin, especially, is a neighborhood crowded of cafés animated by literary and musical activity. Outineau is also a haven for "classical" arts; which centre around the Palais des Arts. The Palace is a sprawling arts complex with several halls for musical, dance, and theatrical performance of all kinds and is home to the Les Grands Ballets Kelssekiens, Opéra de Outineau, the Orchestre symphonique de Outineau and is also the base of the world-renowned circus troupe Cirque de Lune.

As the cultural and political centre of French Kelssek, Outineau is also the centre of French-language media production in Kelssek, with much television productions, radio, theater, film, multimedia and print publishing taking place in Outineau.

Transportation

Outineau has a highly developed public transportation system, using a network of subway train, commuter rail, and buses administered by the city government. It is also a hub for the provincial Autoroute highway system, and the Trans Kelssek Highway (Federal Highway 1) runs 5km north of downtown, around Lake Claire and south to Wenerdere.

Airports

The city is served by two airports. The primary airport is Dorval Elliot Trudeau Airport, named for one of the leaders of the socialist democratic revolution in the late 19th century who played a role in the establishment of Kelssekian confederation. Laporte Memorial Airport is a secondary airport which serves domestic and some regional flights.

Universities

Outineau is home to several component institutions of Beaulac's French-language university system and its administrative headquarters. It is also home to two of Kelssek's best English and French universities - Desjardins and UniOut, respectively.

Sports

Hockey is by far the most popular sport in Outineau and CH Outineau, with more Desjardins Cup championships than any other KHL team, is as much a sports team as a symbol of the city itself. However, the Rugby Superleague's Nordiques are also very popular and the difficulty of obtaining tickets to watch their home matches is a running joke in Kelssekian culture.
