Province Reform (Oliverry)

The Oliverrian Province Reform happent in 2022. The Neo-Democratic government of Francois Paquin put an parliamentary commission to answer to the population's unhappiness about the territories the provinces covered. It was also to answer to the problematic of the reintegration of Limbrogidlia in the federation.

Creation

On May 26 2022, Francois Paquin addresses the parliament about a contitutional reform that would imply a modification of the provinces and the creation of some offices in the government of the nation. While put on vote, the motion was accepted because of the support of the other parties, especially of the Parti Communiste de Oliverry and of the Parti Federaliste de Oliverry. Here was the voting of the bill, according to the website of the government of Oliverry:

The Parliamentary Commission

20 people from the Assemblée, the Sénat and the population were asked to be a part of that commission. Here they are:

This commission started on June 5 2022. It lasted 40 days, so it finished on July 15 2022. As it was the usual session close for summer, the commissionners decided to wait until the beginning of the session on October 10 2022 to meet again.

Commission's conclusions:

  • Oliverrian people is not happy about the current provinces delimitation.
  • Limbrogidlians want 2 provinces in the old Limbrogidlian country: One with Ennemy City as Capital, the other with Rubbermade
  • Provincial boarders should be delimited with the help of the natural elements in place
  • A Prime Minister would be very popular to the population

On October 14 2022, commissionners deposited their report at the Assemblée Nationale. Their conclusions, as they presented them at the parliament.

The Debate and the voting

The President then started a debate about that: a 3 week debate in both the Senate and the Assemblée Nationale. After that 3 week, Jean Doré, parliamentary leader of the Parti Neo-Democrate de Oliverry, asked that the following motion be put at vote:

Do you agree with the following change to the constitution:

  • An office of Prime Minister will be created. The Prime Minister will be nominated by the President at his discretion. He will afterwards choose his cabinet, which has to be accepted by a majority vote at the Assemblée Nationale.
  • There will now be 11 provinces: 2 created from the Limbrogidlian territory and 9 from the Oliverrian one. Each one will have its own legislation with the power to change its constitution.

This change was accepted at unanimity by the Assemblée Nationale and the Sénat.
