Players who control more than one nation usually consider one to be primary, and the rest are considered puppets. Puppets can be used for gameplay and roleplay purposes or simply to test the effects of choices for issues, which you normally never would make with one's main nation.
It might be noted that the use of puppets for gameplay, as well as for roleplay purposes has certain limits. For gameplay purposes, it is possible to use puppets to simple keep an eye on other regions, as embassies, spies, or whatever, however, using multiple UN nations (For in- depth gameplay) is illegal (UN Multies), as for roleplay purposes, the use of puppets to increase one's overall capacities is frowned upon, although the use of fully independent puppets is quite common.
