Players who control more than one nation usually consider one to be primary, and the rest are considered puppets. Puppets can be used for gameplay and roleplay purposes or simply to test the effects of choices for issues, which you normally never would make with one's main nation.

It might be noted that the use of puppets for gameplay, as well as for roleplay purposes has certain limits.
