A UN proposal reaches quorum once it gets six percent of the total current Delegate approvals. Once in queue, the proposal will go to a vote before the General Assembly unless enough delegates retract their approvals, or the approval count rises or falls based on normal daily fluctuations within the delegacy structure.

It is possible to have several proposals in queue before voting begins on any given one. The queue is processed in the order in which they were orginally submitted rather than by approval totals.
