Samuel I followed his father, Joshua I, to the throne as the second emperor of the Holy Empire and the second Christian monarch of Excalbia. He launched a number of massive building projects in the capital Citadel Excalbia, turning the city into a modern imperial capital.

After 8 years of prosperous and progressive rule, Samuel became ill and bed-ridden. He abdicated in favor of his younger, healthier brother, who became Emperor Daniel I. Ironically, Daniel I died a mere six years later, while Samuel I lived another eight years. However, Samuel I remained in seclusion in Saulkrasti Castle, while his nephew, Samuel II, ascended to the throne.
