Background

Officially known as San Mateo & San Vittorio this Californian exclave was formerly known during the American era as Matthews County of Virginia. After the Second U.S. Civil War Matthews Co., Virginia was sold to the "United States of California" for $1.7 billion USD. After procuring Matthews County, the name was abruptly changed to San Mateo and the border between California and the United States of America was created on San Mateo's western boundary. Shortly thereafter the Californian military began buying up most of the agricultural farmland that dominated the coastlines and the eastern end of the peninsula for use to build a series of military bases.

In 2070 construction started on what would become California's largest military base on the Atlantic Coast, after docks, drydocks and shipyards were constructed in 2073 the state saw a massive rise in shipbuilding, imports and exports worldwide.
