As a democratic government leading by example, we are more than willing to explain the components and processes of governing our nation. Below is a brief explanation of how the government of Solisbury works.

The Executive Office

The Executive Department is responsible for maintaining, monitoring and developing the public serivces of Solisbury. Key departments include Departments of Education, Health, Environment, Transport. The Executive Office provides and maintains most public services within Solisbury, such as the State Health Service. Unlike the other areas of government, the Executive Office contains the only non-elected members of government, apart from the Department Heads who are also Senators in the Grand Senate.

The Grand Senate

The Grand Senate of Solisbury is charged with establishing, maintaining and enforcing laws and regulations within Solisbury. The Grand Senate is a completely democratic establishment, where every member is voted into position by the general public of Solisbury. The Grand Senate was established over 150 years ago, and can be compared to other government systems such as the British Parliament, and other wholly elective systems of government. In order for law to be passed a 2/3 majority is required within the senate, with every senator holding an equal vote.

The Presidential Office

The Presidential Office is not a separate entity to the Grand Senate, but is made up of the political party in the Senate holding the majority of seats. For example, if Party X holds the most Senators, the senators of the party are appointed to the Presidential Office, with the leader of the party appointed President. The President is leader of the Presidential Office and head statesperson for Solisbury. However, the President still only casts one vote in Senate debates, and their one vote is worth exactly the same as every other Senator of the Senate. The members of the Presidential Office also make up the Sentate Directorates, which are charged with making policy before it is voted on in the main Senate.

The Senate Directorates

Made up of Senators within the Presidential Office, the Senate Directorates are charged with forming governmental policy and enabling laws to be passed. Directorates operate internally, as well as interacting with external entities such as companies, charities or other state governments. Directorates have the power to create departments within the Executive Office in order to carry out the constitutional law. Unlike the Grand Senate and Presidential Office, senators are not voted into Directorates but are appointed to specific Directorates by the President, in a similar way to Department heads within the Executive Office. However, all members of the Directorates have been elected into power by the peoples of Solisbury, and represent a particular constituency.

Governing Process

The Senators within the Presidential Office are charged with maintaining the stability of the nation. This means they are in control of the daily running of the government. When new laws or amendements need to be passed, this is the step-by-step process we go through in order to make it part of our constitutional law:

1) The Presidential Office receives or decides a particular governmental issue requires attention by the Senate.

2) The relevant Directorate drafts a series of proposals for the law, and petitions the proposed law to the Grand Senate for voting.

3) The Grand Senate votes on the law. If a 2/3 majority votes in favour, the law is passed.

4) Once the law is passed, the Directorate appends the new law to the Constitutional Edict, making the law an official part of the Constitution of Solisbury.

5) The Directorate then commissions the relevant Department within the Executive Office to carry out, maintain and enforce the new law.
