Spiritual Leader of the Nation

Spiritual Leader of the Nation (formally: Spiritual Leader of the Nation and the Global Socialist Revolution) is theoretically the highest title one can receive in the Democratic People's Republic of Pochinco. The Spiritual Leader is appointed to his/her position by the National Congress. However, in practice the leader is always subordinate to the policy of the ruling party of the nation, of which he or she is always junior member.

Duties

Although not exactly cleared by the Constitution of the Republic as to the undisputed status of their role as Head of State, the constitution does give them the prerogative to act as such. The Leader's duties follow:

1.) To insure, keep and hold public morality.
2.) Open and preside over sessions of the National Congress.
3.) Accept the credentials of foreign ambassadors and representatives.
4.) Sign, negotiate and conclude treaties with foreign powers, and to declare peace.

However, unlike most Heads of State, the constitution grants the Spiritual Leader of the Nation absolutely no reserve powers.
