Stella and Longview
Formation of the Allied States
The Allied States of Stella & Longview was formed April 12th 2006 in the wreckage of the Fifth General Republic of Elizabethshire. After a disasterous intervention, Foriegn States invaded the republic and quickly withdrew, throwing the nation in chaos. Indeed, to a large extent, the North of the old Republic is still in Civil War (Rachel's Town, Polk) or is under the control of the Mafia (Two-Thirds of the former capitol of Elizabeth's town)
Seeking a end to the Chaos and the destruction the two great southern cities of Stella (population of 7 Million) and Longview (population five million) met in a grand council to determine their course of action. The final proposal was to establish a Alliance between their two cities and surrounding regions to the following objectives
1. Maintain Order
2. Establish a New Military and Defensive positions
3. Establish a Central Foriegn Policy in respect to their broken nation
4. Restore order and civil authority in the old provinces, districts and cities that comprised the old Republic of Elizabethshire.
5. To form the Nucleus of a New National government
With these five directives came a New Nation.
The Government
The Grand Council sitting for Stella & Longview established a basic law establishing the following model
a State Council to be formed immediately by election, which will serve as the final approving body for matters concerning Defense, Foriegn & External Affairs and Emergency Affairs in the Nation. With eleven Members Elected* and four automatically members (The President/Presiding Officer of the Allied States, the Commanding officer of the Civil Guard, President of the Senate, and Minister of Police & Internal Affairs)
a Senate (as of 4/23/06 not yet elected) to be comprised of 175 Senators, with the responsibility of approving treaties (with State council being the second house it must pass), advising the Presiding Officer of the Allied Government on Judges and the Judicial System, and its the place where any changes to the basic law must start
A General Assembly (as of 4/23/06 not yet elected) with the responisbility of Levying Taxes, Education, Monetary Systems, Levying troops and conscription.
A Judicial System (as of 4/23/06, no Judicial system has been formed, Emergency criminal and civil issues go to the local Military districts where the courts-martial has been in place). When Formed its supposed to have a District Magistrate for each provincal district and villiage, a panel of three to five judges (three civil, five criminal) to rule on appeals and a Court of Last resort with 9 judges (3 Military, 6 Civilian) to rule on all issues coming to its jurisdiction.
A Executive Branch (as of 4/23/06, Elections has not yet taken place, the Presiding Officer of the State Council is assumed to be acting President of the Allied government). There is to be a President, Deputy President, and various cabinet ministries.
