The Supreme Dalek is the leader of the Daleks of the Planet Skaro. There are many Black Daleks who serve as mission commanders - the Supreme Dalek is the highest ranking of these Black Daleks, which are often themselves referred to as "the Supreme Dalek" by their underlings whilst away from Skaro performing one mission or another.
The Supreme Dalek governs alone, although little actual governing in the normal sense of the word is required in Dalek society. Every Dalek understands the limits of its own authority in whatever position in which it serves, and refers everything outside of the scope of its authority to its immediate superior, who in turn understands the limits of its authority. Any matter which requires the Supreme Dalek's attention as head of government propagates up this chain of command very quickly, and back down equally so. Thanks to significant delegation, the fact that every Dalek is capable enough to be trusted with a wide range of important decisions, and the fact that every Dalek's thought process is so similar that any given Dalek is likely to make the same decision as any other given Dalek, very few matters of day-to-day government are actually referred to the Supreme Dalek. The Supreme Dalek functions more like a military commander-in-chief than a traditional chief of government, and the vast majority of its decisions are military in nature, dispatching groups of Daleks and spaceships on missions to further the primary Dalek objective - the conquest of all time.
