"Retentionist" and "Abolishionist"

I think these categories are perjorative and assume that the 'default' state is to have a death penalty. Praetonia has imposed, not imposed and outlawed the death penalty at various times throughout its history. Thus, as Praetonia currently imposes the death penalty for certain crimes, it would not be "retentionist" as the death penalty has actually been imposed by statue, not "retained" from some mythical default that has otherwise been removed.
