The welcome message is designed as a quick reference quide for newly registered NSwiki users. For editors identified only by their IP address, it is usually better to use {{subst:anon}} or one of the other Template messages.
A quick way to identify a new user is that both their User page and Talk page show up as red links. If you want to volunteer to help out new users, feel free to add {{subst:welcome}} ~~~~ to their talk page. You should always sign the Welcome message with ~~~~, so that new users have an obvious place for questions. You might also want to customise your sig to give quick and easy access to your own Talk page.

- I've 'subst'ed the {{PAGENAME}}</variables>, as I noticed that even when using [[:Template:Welcome|{{subst:welcome}}]], they still showed up as the confusing <nowiki>{{PAGENAME}}</variable>, which also made it clear they were being 'templated'.
