The Thals are one of two sentient races of the Planet Skaro. They are an agrarian and deeply pacifistic people who live in hiding from the Daleks in a series of small rural settlements along an arable plateau thousands of miles away from the Dalek City. Best described as "philosopher farmers", Thal society is organised along tribal lines under the leadership of a single chief, who rules through consensus.

Centuries ago, the Thals were a modern, technologically advanced people, one of two humanoid races native to the Planet Skaro, the other being the Kaleds. Thal oral history record that the Thals were a warlike race, as were the fascist, xenophobic Kaleds. The two peoples became locked in an attritional war over dozens of generations, called the Thousand Years War, which lay waste to the once fertile world. The terrible weapons employed, most infamously the Neutronic Bomb - a fearful weapon whose radioactive fallout lasted thousands of years, destroyed Skaro utterly, reducing each nation to inhabiting a single city under a protective dome. The Thals eventually defeated the Kaleds with the use of a neutronic missile with a special warhead capable of penetrating the Kaled dome. Having all but wiped out the Kaleds, the Thals prematurely celebrated their victory. As they celebrated, the Daleks emerged from the secret Kaled weapons development bunker and attacked the Thal city. In a few hours of merciless slaughter, the Daleks revenged the destruction of the Kaled race by completely wiping away the old Thal society. After managing to imprison the Daleks in their bunker, the few Thals who survived fled to the furthest reaches of Dalazar, to the places least affected by the radioactive fallout - the plateaus beyond the mountains.
