The Czar

Who is the Czar? Hundreds, nay thousands of Czardaians have asked this question, but no-one can answer it truthfully. All that is known of him is that he is completely paralyzed from the neck down; that he never moves from his room; that he rules an intelligence empire stretching across thirteen nations. Sometimes even his spies do not know that they are in his service. But from that room with windows on four sides, he looks out over the world and sometimes smiles sadly to himself.

There are a vast number of conspiracy theories surrounding the Czar. Some say he is identical with Phaetros Rai, who served as Intelligence Director years ago but disappeared, possibly kidnapped or attacked by assassins. Others say he is the son of former President Ianus Idi. A few believe that he was the founder of the 14th Special Operative Division, Derik Lars, who was never really killed in action but merely paralyzed and brought to the top floor of this tower to continue directing the army. And a very few think he is immortal, a symbol for Czardas's power as long as he lives: they think he has always been there, and will always remain so. Many deny his existence altogether.

But for now, The Czar remains as great a mystery as he was twenty or thirty years ago, still up in that little room bounded by windows...
