Kreistophos Antaxes as recently siezed control of the Akaeian Empire. The defeat of Loyalist troops by his men at the Fifth Battle of Pentekora, the Battle of the Golden Feilds, and the capture of the Loyalist stronghold of Xenar destroyed all centralized opposition to his assumption of the throne. Below is basics of the government he has put into effect, in the First Reformation Mandate.

Now is a crucial time for Emperor Antaxes. He must prove quickly to the Akaeian people that he is not just another upstart pretender and means to govern the Empire in all seriousness. Before him lie the great issues that have slowly but surely brought about this moment of crisis for the Empire: supplying food to the larger cities, particularly Taeana; settling the half a million refugees from the lands recently lost to Sicinia; rebuilding the military so it can effectively hold the borders; satisfy the different ethno-nationalistic movements, especially in Eskinanthus and the northwestern province; establishing a centralized policy for colonization of the newfound lands; checking the expansion of the Houses and thier powers; maintaining the social porgrams of the former dynasty... These and other issues need immediate resolution.



  • Article I: I, Kreistophos Antaxes, hereby assume all authority over the Akaeian State. This I do for the purpose of reforming and bettering the conditions of the Sovereign People, who have suffered needlessly at the hands of lesser men, who have neglected the ancient virtues and ancestral rights. With the restoration of the Empire as my only aim, I declare the following.
  • Article II: That at this time all national, provincial, and municipal institutions are suspended by my command, and the management of such is to be as ordered in the following articles, for the good of the Sovereign People and the Akaeian Empire.
  • Article III: That all provinces are hereby dissolved, and the land they contain is to be redivided into 10 districts, to be govenered by whomsoever I shall appoint, with all power in my name to rule that which I grant to them. They who I shall appoint is in sole command of the district, and all activities in it, and supreme commander of the district's military forces. Against the abuse of such power, a civilian tribunal is to be maintained, of 10, elected freely from among the people, who are to answer directly to the Crown, and manage civil affairs in the province, conceeding on such to the ultimate authority of the appointed governor, unless by my intervention it has been made otherwise. The appointed is to be known as Director and are to report directly to the Crown.
  • Article IV: That all cities are hereby to be likewise governed, by one appointed by the district's governor, and who has met with my approval. The appointed is to be refered to as Administrator. The Administrator has ultimate control over all activity within the city, and is charged with the maintenace of civic services, and is the ultimate commander for military forces within the city, answering to the Director on all issues, and reporting directly to the Crown. A tribunal of 10 freely elected citizens of the city are to manage the civil affairs of the city and hear cases against the Administrator, reporting directly to the Director.
  • Article V: That all municipalities not including cities are to hold monthly assemblies to discuss affairs, and maintain a weekly executive tribunal of 10 citizens, elected freely, who are to report directly to the Director.
  • Article VI: That no citizen may serve in the tribunal of a province, city, or municipality which they have not resided in for at least five years. Furthermore, the terms of all elected are to be 1 year, whereas those I appoint shall govern until such time as I choose otherwise.
  • Article VII: That those who have held an elected position in national, provincial, or municipal governments in the last five years cannot serve in any government position without my expressed approval, and all ministers of the former government likewise. These persons must come before me personally and profess loyalty to the new government, treason against which is death. All positions attained under the previous regime are null and void.
  • Article VIII: That for the management of the provincial and municipal affairs the civil tribunals and appointed officials may maintain a staff and meet in assemby when the appointed official calls one or I have ruled it be so.
  • Article IX: That I am solely in control of all affairs of the Empire and may intervene on any level for any reason.
  • Article X: All military administrative persons must swear an oath of loyalty to the new government, and all above the rank of Captain mustswear so in my presence.
  • Article XI: That for the governance of the nation, the Crown is given sole control. The Crown is to be assisted by four ministers, appointed by him and responsible to him. They are to be the Ministy of Finance, the Ministry of Foreign Relations, the Ministry of Military Management, and the Ministry of National Services. Each district is also to send two representatives, one appointed by the Director and one elected from the wider populace. This serves as the National Assembly. The Ministers and the Crown are to meet seperately each day for the management of the Empire. The National Assembly is to meet in Taeana in the former Irilitos Palace.
  • Article XII: The National Assembly is to write and vote on legislation, and submit it to the Crown for approval. If the act is approved by the Crown, it passes into law. Unanimous vote in favor of a law can pass the law for six months at which point it must be approved by the Emperor or responsored. All laws must be renewed every six years or they become invalid, unless an extended term is written into the act.
  • Article XIII: For the purpose of doing justice the judiciary is to remain as it was under the Declaration of 1092. Judges to the Supreme Court of Akaeia are to be appointed by the Crown and verified by the National Assembly.
  • Article XIV: Thus it has been commanded by Crown Kreistophos Antaxes I, in the name of the Sovereign People, on 22 Eiordos 1477. As it is written, let it be done.
