THE GRAND ALLIANCE REGIONAL HISTORY
The Grand Alliance was founded by a Nation named Kursania, Who built this region to become what it is today. Not much later, nations that would become important in the Grand Alliance joined the region such as The C A, Blackback, Topicanan Islands (later became Island Union), and the 13 Colonis. Their first ally - The United Earth Oceans was the start of the Grand Alliance itself, Concosia and others soon followed.
They soon came to know about the region of Gatesville, A nation bent on destroying the UN. They made allies with the raider region of the Dhrama Initative giving them the hope of one day destroying the UN opposers. The Grand Alliance soon became a Democratic region, holding elections on certian matters. Kursania became Prime Minister and Delegate. Tropicanan was the ambassador, and The C.A. the public speaker.
The "Fugliola Scandal" as many locals refer to it occured when a person bearing many nations under the name Fugliola moved in. This created a large hubub and the Fugliolas were all ejected.
Later, they invaded the region of the USA only to meet defeat but then invaded a small region known as Utah and came out victorious. Gatesville soon sent threats to Kusania, prepairing to destroy the Alliance. A password was put into place to keep raiders out.
The growing region had stopped at 23 nations. People became inactive and the region shrank. Then came the UN scandal when Topicanan Islands and Kursania lost their power in the UN. The region went into a nose dive going down to <13 nations. They took off the password and 30+ joined the alliance, including the present day regional delegate Cwaaazy Peopoes, giving the Region the highest population ever at 46 memeber nations. Then once again people became inactive such as Regional leaders C A and 13 Colonis; both were lost. But hope was on the horizon. Island Union (formally Topicanan Islands) and Cwaaazy Peopoes had come to rebuild, but the founder had lost all hope and had left the region leaving it to die. Same did Island Union. Within 2 days of their departure, Cwaaazy Peopoes had become Delegate and has been ever since. Since then Kursania and Island Union have come back and The Grand Alliance is now at 25+ nations strong and are showing yet another growth spirt. Once the region was up and running again, Blackback was elected Prime Minister.
With regional moral at an all time low, a forum was created and for the first time things looked much brighter. The forum now serves as a government center as well as a place to have fun.
Then a plot to take down Gatesville was formulated. Gatesville caught wind of the affair due to a rouge Grand Alliance Nation known as Evenastixe they threatened to invade. Kursania, being the Military Commander, declared martial law and password-protected the region. For a stifling week or so the threat of Gatesville loomed over head and fierce words were exchanged between the two region's leaders. Soon after, the standoff ended and the password was lowered. Then about 3 weeks later he was found to not be a Gatesvillean Agent.
Island Union then started what is the very useful nation of The Grand Alliance Times which covers all the Top stories from that week. The elections have started with a whole new voting system. The Fearless Four are the leaders of the region (Senate(3) and Prime Minister) they are next to the Founder and Delegate in the power status.
After awhile things seemed better than ever. Kursania has allowed Evenastixe back into the region Blackback was Prime Minister and the Senate was being set up. After the reelections the "Blackback Scandals" shook the foundations of the newly elected Government, Blackback Forever(Senator) was accused of being a spy! He was put on trial soon after this discovery. Prime Minister Island Union watched over in horror as two of his great friends tore apart the region in that trial. Then the pesky Evenastixe came forth and said it was him who was the spy. Kursania failed the ban him as he escaped to Concosia. Kursania followed him and demanded his return, the Concosians didnt they got mad at us and wanted FULL view of the said trial, but The Grand Alliance is independent and Prime Minister Island Union ended the alliance with much disagreement from Senators Eggbiters and Blackback Forever.
But life went on, the Times slowy died out and the region took another population dive. Island Union then came out with the Recruiter Offices, which he says are his greatest action as PM, the population BOOMED with success, they had reached the regional goal of 50 Nations. But soon after the population boom Island Union came out to the public and said that he would be leaving The Grand Alliance to form a UNProtector Region known as A New Order.
Know with Island Union gone and Blackback Forever following him there, Kursania feared the future of the Government, but the Recruiter Offices helped out! 4 New Nations stepped into the Government Spotlight, they were Rocaway, the Bin-Ra, HOOK, and East Waynesville. All ran for the Senate in the elections Rocaway and East Waynesville were the victors. Koraendor took the Prime Minister Head and Eggbiters kept the Senate Speaker for his second term in office.
Constitution
As of July 26, 2007, the regional government framed and ratified a constitution:
The Nations of The Grand Alliance hold the following ideals as sacred and unchangeable
1 No outside nation shall hold dominion over any of the nations of The Grand Alliance. 2 We shall fight mercilessly to defend ourselves and our allies. 3 We support the process and ideals of the UN 4 Freedom of speech is essential to our region but any offensive language or behavior shall be warned against and then brought to trial. 5 The government of The Grand Alliance is beholden to its citizen nations and shall be formed and held to account by the processes detailed below.
The Governance of the Grand Alliance
ELECTION PROCEDURE
Every 90 days elections shall be held for the positions of PM and three members of the Senate. These shall be conducted by telegrams to TGA Voting Centre and run by Kursania and a nominated arbitrator. A member can hold any one position for a maximum of three terms. At the end of three terms a member nation must step down from his position but may take a different role in the government.
A member can only stand for election for either Senate or PM not both. In the event of not all senate places being filled by candidates running for senate then Senate positions shall be filled by failed PM candidates in order of most votes. Candidates who put themselves up for Senate positions and not PM will take priority for Senate Places.
GOVERNMENTAL PROCEDURE
The PM and Senate will then make decisions for the benefit of the region, appointing other nations to such positions as is necessary.
General decisions, such as nomination of nations to positions of power require the agreement of PM and two senators. UN delegates position requires unanimous decision. War declaration requires unanimous decision Amendments to constitution requires unanimous decision of Senate PM and Founder Impeachment of Senator requires PM, two Senators and Founder Impeachment of PM requires three senators and Founder Impeachment of other nations requires any three of PM, Senators and Founder.
The Speaker
The first act of a new government shall be to appoint a Speaker. The Speaker shall be one of the elected Senators. The Speaker shall ensure government nations are aware of debates and prompt nations to respond to relevant topics. The Speaker shall make aware member nations if they are in breach of Impeachment procedures 1 or 2 and shall issue a warning if necessary. The Speaker shall bring to the attention of the government any nation so warned. The Speaker shall close off any debates that are inactive to dismiss them or bring to a resolution
The Speaker shall ensure all votes are constitutional as outlined above
NON ELECTED GOVERNMENTAL ROLES
[b]UN Delegate[/b] shall support the UN and act in the region's best interests. The Delegate shall also report and advise on UN resolutions in the Forum.
[b]Military Commander[/b] shall lead forces into battle and will take temporary command of military forces in any hostile activities against another region. The Military Commander SHALL NOT commit any hostile act without the express orders of the Senate and PM. The Military Commander is junior to the Civil Defence Officer.
[b]Civil Defence Officer[/b] shall police the forums and will take temporary command in the event of an attack on our region. He shall take such steps as are necessary to achieve our region's safety.
[b]Ambassador[/b] shall liaise with nations and regions considered to be friends and allies. He shall keep on good terms with all allied regions and keep them informed of all relevant developments in our region. He shall also communicate with hostile nations in the event of an attack to communicate official grievances and/or negotiate a truce.
[b]Intelligence Officer[/b] shall endeavor to find information about hostile regions and inform government about any rumours of an attack on TGA or it's allied regions. He shall attempt to infiltrate known enemies of TGA to better understand their intentions.
[b]Recruiter [/b]shall promote the values and concerns of TGA to other regions in order to encourage the growth of the region. No recruiting activity to take place within allied regions.
IMPEACHMENT PROCEDURE
Impeachment of any goverment nation, whether elected or appointed shall occur due to the following reasons:
1 Dereliction of duty as outlined above. Including non participation in governmental decisions. 2 Unexplained absence from forum and HQ of longer than seven days. 3 Behaviour/language unfitting to position 4 Treasonous acts
Any nation so impeached shall be stripped of government office and barred from holding further office for no less than one complete government term. The government reserves the right to evict and ban any nation so impeached.
ABSENCE OF GOVERNING NATIONS
In the event of absence of greater than four days, of any government member, whether planned or unplanned, active government members may take on their roles and make decisions on their behalf. Eg if one senate member is absent for greater than 4 days then war may be declared by the agreement of the active government nations.
EMERGENCY PROCEDURES
In the event of an attack on the forum or HQ the first member nation present should take the following steps.
1 Contact all governing nations 2 Eject the attacking nations if possible 3 Gather evidence that may be used against the invaders.

INTERNATIONAL INCIDENT PROTOCOL
If a foreign region makes a request of our region whether friendly or hostile (but stopping short of open war) then the following procedures should be followed
1) First nation on scene acknowledges message and informs ambassador nation that a response will follow. 2) A discussion involving PM, Senate, Founder and Ambassador takes place in secure area. 3) A united response is agreed upon and a spokesperson is assigned to act on behalf of The Grand Alliance 4) The Spokesperson is then the only nation to post in the Embassy until the diplomatic incident is resolved. 5) If any other nation posts on the Embassy their account shall be suspended until incident is resolved.

Second Amendment
1)The following sentence is to be inserted into NON ELECTED GOVERNMENTAL ROLES
"All non elected governmental roles are appointed by the PM and require of a majority of the senate"
2) Vice PM
The vice PM is appointed by the PM from one of the senators. The Vice PM does not require the approval of the senate to be appointed. The Vice PM is considered equal to the other senators in all aspects until the absence of the PM whereupon he shall take on the PM's duties until such time as the PM returns or a new election is held.
3) Order of succession
The order of rank in case of absence of PM is as follows: Vice PM, then Speaker, then other senators, then Civil Defense then delegate.
4) Number of senators
There shall always be a minimum of three senators, including the cases of vice PM and speaker. For every 20 nations over 30 there shall be appointed a further two senators. eg, 50 nations shall have five senators as shall 60 nations; 70 nations shall have seven senators etc. Senate positions shall be held for the full duration of a ninety day term regardless of an increase or decrease in region numbers. Senate numbers will be reviewed at the end of each term.

Government
The Grand Alliance is governed by a Prime Minister and 3 Senators. They are the called the Fearless Four. They decide when to go to war or go defend for war they need Delegate and Founder premission. They is lesser Governing Spots which are Regional Recruiter, WorldWide Ambassador, Civil Defence Officer, Vice Prime Minister, Intel. Officer, and Military Officer.
Allies
The Grand Alliance makes allies with regions that promise to provide it with military support and intelligance, and the same is given to all allies. The Grand Alliance is currently allied with , Dharma Initiative, Mencer, the Great Empire, A New Order and Sorvun.
