The Constitutional Bill of Rights of the United People of NeoRome

We the Grand Senators of TheNeoRomanEmpire in an attempt to create a peaceful and prosperous society do hereby agree that the following are the laws and rights of every NeoRoman citizen. No man, woman, nor child within our borders and colonies will be excluded from these rights and laws.

Rights of the NeoRoman citizens:

Article One: Religious and Political Freedoms

We the government of NeoRome will make no law that supports an establishment of religion, nor make a law, which prohibits the free exercise thereof. We shall neither make a law, which prohibits the natural rights to free speech, freedom of the press, freedom to peacefully assemble, and the freedom to voice complaints to the governments.

Article Two: Quartering Troops

We the government of NeoRome will make no law which allows soldiers to be stationed within a private home during peacetime or war without the owner’s consent.

Article Three: Rights of an Accused Person

We the government of NeoRome do hereby state that no NeoRoman citizen can be convicted of a crime without a fair trial. We the government of NeoRome do solemnly swear that no person accused of a crime will be withheld from his or her rights unless convicted.

Article Four: The Right to a Fair and Public Trial

We the government of NeoRome do hereby state that an accused person is entitled to a prompt public trial before an unbiased jury chosen at random from the city and/or province from where the crime was committed. The accused will be told what he or she is accused of and must be present when witness testify against him or her. The accused has the right to have the court call witnesses in his or her favor and to have an attorney. If the accused cannot afford one, the local government at its expense will appoint an attorney.

Article Five: Rights of the Convicted

We the government of NeoRome do hereby state that a person convicted of a crime by a court of rights will be punished in a fair and just matter according to the law, which was broken by the crime. We solemnly swear that no convicted criminal of any law will be put to death.

Article Six: Elections of a NeoCaesar

We the government of NeoRome do hereby state that in the event that a bloodline relative is not produced in order to take his or her position as NeoCaesar, that the people of NeoRome will be given the right to an election process to produce a new NeoCaesar. Each citizen of eighteen years of age will be give exactly one vote in the process, and each vote will count towards the candidates total vote gross. A candidate will win by majority. A citizen of NeoRome can only be eligible for candidacy if he or she serves in a government service for at least 10 years and is elected for candidacy by their province and/or colony. Each province and/or colony has the eligibility to produce one candidate for the position as NeoCaesar. All candidates will then run in a national election.

Article Seven: Civil Rights

We the government of NeoRome do hereby state that all people born in or naturalized within NeoRome and subject to jurisdiction thereof, are NeoRoman citizens. No province or ruling national government official(s) shall make or enforce any laws that shall render the privileges or immunities of NeoRomans nor shall any province or ruling national government official(s) deprive any NeoRoman of their property without a fair trial, nor deny to any NeoRoman within it’s jurisdiction the equal protection of the laws.

Article Eight: NeoCaesar Disability Succession

In the event of the removal of the NeoCaesar from the throne by the Imperial Senate, their death, or their resignation, the Imperial Senate will be given full democratic power over NeoRome until a bloodline successor or an elected NeoCaesar can be produced.

Article Nine: The Right to Union

We the government of NeoRome do hereby state that all citizens are given the right to join themselves in matrimony if both parties are in consent.

Article Ten: Non-Discrimination

We the government of NeoRome do hereby state that any citizen no matter of their religion, sexual orientation, gender, or race will be protect under NeoRoman Law and will be granted the natural rights protected by this document.

The Laws that Govern all NeoRoman Citizens

Sexual Assault:

The act of engaging in sexual activity without the second parties consent.

  • Punishment if convicted: Life in Prison and castration.

Murder:

The unlawful and malicious or premeditated killing of a person

  • Punishment if convicted: life in prison

Theft:

The act or an instance of stealing

  • Punishment if convicted: 30 year rehabilitation.

Harboring Criminals:

Granting Asylum to Criminals as an act of war

  • Punishment if convicted: Life in Prison

Terrorism:

The use of covert attacks on civilians in order to spread fear and dissent among the enemy

  • Punishment if convicted: Life in Prison

Regicide:

The killing of a Head of State without trial.


  • Punishment if convicted: Life in Prison

Genocide:

Mass killing of a race/group

  • Punishment if convicted: Life in prison

Definition of Life in prison

In the event that an individual is convicted of a crime, which punishes them by life in prison the following terms apply:

1)All the natural human rights that all individuals have at birth will be stripped away and the convict will be seen as a lesser form of life.

2)All property and assets of the individual will be seized and used by the government.

3)The all government records of the individual will be destroyed and the convicted individual will be pronounced “dead” to NeoRome

4)Individuals will be put into a cell and they will remain in that cell for the rest of their existence. They will be feed enough to sustain their life, though there will be no mandate of the quality of food that is to be served.

(Note: cells within NeoRoman prisons are about closet size. They have no windows, a toilet/skink combo unit, a cement bed, no sheets, mattress or pillow. A showerhead, which is mounted to the 8-foot ceiling, which pours water out everyday at 8am sharp. there is a drain on the floor for the water run off. There is a small opening in the door for a food trey to be slid in and out of.)
