The Treaty of Two Fleets


Preamble: The Pharanei People, compelled by the malicious hatred of their former friends to fight against the Akaeian Empire, and freed by the glorious coming of the Akaeian forces from such undesired service, heretofore declare peace with the Akaeian Empire, and war with the enemies of Akaeia, and consign themselves to Akaeian protection until the end of time. There is among the Akaeians and Pharanei deep-seated hope for a peaceful and prosperous future, bult upon their common foundations, and recognized in their common thoughts and actions. May heaven shine upon the inhabitants of the Pharanei nation, and upon the citizens of Akaeia, and upon the bridge between them that has been built on the ruins of war.


Article 1: The Pharanei State pledges full alliance with the Akaeian Empire, in all cases and without limit.

Article 2: The Pharanei State pledges to grant Akaeian ships harbor without tax.

Article 3: The Pharanei State pledges to grant a special district of the city for inhabitance by Akaeians.

Article 4: The Pharanei State pledges not to grant other nations or peoples similar rights without Akaeian approval.

Article 5: The Pharanei State, in unison with the Akaeian Empire, offers ships of the Guild of Saint Christopher a 5% reduction in port taxes paid.

Article 6: The Pharanei State is hereby granted one native representative to the Prolekteion in Akaeia.

Article 7: The Pharanei State is hereby granted representation set by Provincial Law in the Prolekteion of the Province of New Akaeia.

Article 8: The Pharanei State is hereby banned from voting in Provincial elections for 20 years, or until such time as it is incorporated into an Imperial province.

Article 9: All cases of law involving only Pharanei are to be settled in Pharanei courts, according to Pharanei law.

Article 10: All cases of law involving Pharanei and Akaeian parties is to be settled by a jury of 13, with eight seats going to the nation in which the act was committed and five to the other, as apportioned according to each's law.

Article 11: The Pharanei State guarantees the safety of all materials and persons from the Old World while in Pharanas.

Article 12: The Akaeian Empire pledges to guarantee the safety of the Pharanei State, and to protect its interests in the region.

Article 13: The Akaeian Empire hereby cedes control of all prisoners of Pharanei origin to the Pharanei State.

Article 14: The Akaeian Empire guarantees the right of the Pharanei People to govern themselves within this binding contract as they see fit.

Article 15: For the damages done to Akaeian interests by Pharanei forces, the Akaeian Empire is to be given the equivalent of 600 Akaeian pounds of gold, silver, precious stones, and other items to be fixed by the Akaeian Empire.

Article 16: For the protection of the Pharanei State the Akaeian Empire is to be paid 300 Akaeian pounds of gold, silver, precious stones, and other items to be fixed by the Akaeian Empire.

Article 17: This treaty may be edited by a consensus of both parties.
