Thomas Waller, often referred to in the Resurgent Dream as "Thomas the Saxon" or "Barbarian Tommy", was the High King Thomas I of the Resurgent Dream from 1381 to 1391. The exact dates of his birth and death, as well as of his ascension to throne, are unknown. However, he is generally believed to have been born in 1357.

A distant relation of King Richard II of England, Thomas commanded an English fleet which landed on the shores of what is now Wintermore, allegedly lost. He first claimed this land for England and then for himself, styling himself King of New England, although history always refers to him as the first King of Wintermore.

Thomas refused to accept the authority of the High King from the first, especially since the Danaan Crown of the day still very much thought of itself as a Welsh crown in exile and also because the then reigning High King John was a notoriously weak leader.

In 1381, Thomas led a full scale rebellion against John, killing him and forcing High Queen Madhavi, the wife of his vanquished foe, to become his concubine. Thomas then declared himself king. All of Thomas I's reign was then spent suppressing rebellion in every part of Dana, a task which his military skills and the technological superiority of his troops over those of the other lords on the island allowed him to accomplish, although only at the cost of having time or peace to contribute anything but bloodshed to the country he ruled.
