The Council for Emergency National Reform, known more commonly by its colloquial term, the Topaz Faction, is a major paramilitary/mercenary organization and political movement that is most well known for it's status as the premiere terrorist organization in Kasnyia.

History

The organization which would eventually be known as the Topaz Faction had its beginnings in the time of the Great Opening, when Grand Duke Karl Xavier XIII ended Kasnyia's 400 years of self isolation . During this time, at all levels of Kasnyian society, including the military, academic discussions and arguements began on how this would affect Kasnyia's future. While at first, opinions were diverse and many, within a couple of years during and after the Great Opening, most Kasnyians fell into two diametrically opposed camps: the New Order (called Usurpers by the opposition), who embraced the fact that Kasnyia's borders were now open and theorized that Kasnyia could only benefit and infact flourish in the years to come because of this act, and Society's Guardians (called Jingoists by opponents), who believed that opening Kasnyia's borders would only invite trouble and foreign interference/influence upon their culturally pure society due to this event. These factions had varying numbers depending on which level of society one analyzed, and within the military, it was universally (at some level or another) supportive of the Society's Guardians way of thinking. It was here that the Topaz Faction was born.

Because (at the time) the enitre intellectual body of the military was opposed in some form to the Great Opening, there were many debates regarding the event at all military installations and instituitions. Eventually, through a great deal of discussion, subfactions of the Society's Guardians idealogy within the military formed, generally classed into the moderates (who merely were "concerned" about the changes) and the radicals (who were outraged at the apparant "betrayal" of the Kasnyian people by the Grand Duke). While the two would debate within the military communities the sanity of their monarch's desicion equally in nearly every respect, it was in public where they differed. The moderates of the military kept their contempt to themselves and never let went about it in the presence of civillians or the rest of the government. The radicals on the otherhand would make their distaste at the whole affair known very publically, usually by wearing a dark orange arm band on their uniforms whenever in public, to set themselves apart from the moderates. This in time would have the general populace, media, and even themselves and their moderate military bretheren coin and colloquially use the term "Topaz Faction", though officially, whenever they ("they" being the officers who made up the Topaz Faction's leadership) described themselves, they referred to the Faction as the "Council for Emergency National Reform", which itself was coined by the organization to describe their general aim.

While none of this escaped the ever roving eyes of the internal affairs sections within the military, by the time their investigations were able to piece together the Topaz Faction's intentions and key personel, the debate was becoming a fading memory. Kasnyia was indeed starting to prosper, and those who feared foreign intervention and corruption had their fears laid to rest when the Grand Duke announced his policy of non-alignment and general friendship, which would be followed until his death and during the better half of the Hein Regency. Even within the military, debate ceased, and it seemed (even to some of the Topaz supporters themselves) that the radical movement had lost steam and had dissappeared. This was not to be, however...
