I got the same figures as you did without using my RPed stats, but the RPed stats are the ones I use (i.e. my private education and healthcare spending, since those systems are privatised). Plus, even though this may sound arrogant or whatever, there's no way Pacitalia could realistically be that low unless we DID have no spending on healthcare and education, except for what NSEconomy says.
