Elaborate graffiti graces every city's streets, interior and exterior of factories, and the official color palette for ships, planes and vehicles is three-dimensional graffiti, drawn by the crew, which has a side-effect of confusing potential opponents. Independent bands of all sorts are playing in thousands of clubs all over the cities, on the streets, in the underground vaults, and every military ship (due to lack of civilian ones) has a small rock club aboard.

It is illegal for police officers to carry out searches due to strict privacy laws, a referendum must be held in order for any new law to be passed, and the nation's youth is held blameless for all crimes. Crime -- especially youth-related -- is moderate, and the police force struggles against a lack of funding and a high mortality rate.

History

Vault 10 emerged around a deep nuclear war bunker with the same name, located in the Freedom Hall. The Vault 10 was a large, partially underground nuclear mining, industry and research complex, encompassing all stages from uranium mining to production of combat-ready warheads.

After surviving nuclear strike, Vault 10 remained as a closed underground system concerned only about survival, but on the night of September 11 the massive doors have opened, and the first inhabitants, wearing armored environment suits with dark black visors, and armed to the teeth, carefully stuck their guns out of the vault.

Today Vault 10 is a small, socially progressive nation of hard-working scientists and engineers, continuing their traditional business: producing top-grade nuclear weapons and renting them to ones who have enemies to incinerate.
