After the Allanean Civil War, William Demarque, the leader of the capitalist[Allanea Party] faction, rose to power. He represented a change of paradigm from what was known in Allanea as the Kazansky Doctrine of foreign policy - the concept of ‘achieving benefit to Allanea while actively promoting Allanean values’. Under the Demarque administration, the emphasis on promoting Allanean values abroad has decreased sharply, and in fact shifted to the complete reverse: namely, today it is much more important to seek the benefit to Allanea through foreign policy than to promote Allanea’s version of moderate libertarianism.


William Demarque is a vetern of both the Allanean Marine Corps and the Allanean Volunteer Force - a private army composed of Allanean citizens and beholden to Napoleon IV, the Emperor of Greater Prussia. During his service in the Corps, he has fought in the assault on a socialist insurgent stronghold in a small town known as Perfection. During his Presidential campaign thiis helped him achieve victory with little dispute.
