A respected historian of the Federated Stars once described his native realm as "a bastion of freedom amid a universe of despots."  That phrase sums up the way most of his fellow citizens see their nation-enlightened but embattled, a beacon of liberty that the tyrant leaders of other states will do anything to snuff out. It is true that the average citizen of the Federated Stars has greater personal rights than many others.  He or she can openly criticize the government and even Imperial Family, all though its not considered nice by many people, worship as he chooses, form political organizations and sue for fair treatment at the hands of local authorities.  These and other rights are guaranteed to every Federated Stars citizen under the Six Liberties, enshrined in the nation's constitution throughout centuries of political change. And yet these freedoms by themselves do not guarantee a decent life. The well-off New Avalon city-dweller knows little of the harsh realities on the new frontier worlds and frequently cares less. Secure in his own freedom and comfort, he assumes everyone in the Federated Stars is equally prosperous or believes that those who fall through the cracks have only themselves to blame.

The Federated Stars is a Imperial Constitutional Monarchy, with executive power exercised on behalf of the Queen by the Prime Minister and other cabinet ministers who head departments. The cabinet, including the Prime Minister, and other ministers collectively make up Her Majesty's Government. These ministers are drawn from and are responsible to Parliament, the legislative body, which is traditionally considered to be "supreme" (that is, able to legislate on any matter and not bound by decisions of its predecessors).

The Constitution of The Federated Stars states that the nation's "highest organ of state power" is its bicameral parliament, the National Diet. The Diet consists of a House of Representatives (Lower House or Shūgi-in) containing 480 seats, elected by popular vote every four years or when dissolved, and a House of Councillors (Upper House or Sangi-in) of 242 seats, whose popularly-elected members serve six-year terms. There is universal adult (over 20 years old) suffrage, with a secret ballot for all elective offices.

The Cabinet is composed of a Prime Minister and ministers of state, and is responsible to the Diet. The Prime Minister must be a member of the Diet, and is designated by his colleagues. The Prime Minister has the power to appoint and remove ministers, a majority of whom must be Diet members. The liberal conservative Liberal Democratic Party (LDP) has been in power since 1955, except for a short-lived coalition government formed from its opposition parties in 1993; the largest opposition party is the liberal-socialist Democratic Party of Japan.

The power of the ruling class has another limit as well-a guarantee of personal freedoms that goes some way toward explaining the average citizen's contentment with leadership by a hereditary aristocracy.  The Federated Stars constitution enshrines the following Six Liberties: the rights to personal liberty, fair treatment, privacy, ownership of property, ownership of weapons, and the right to participate in planetary government.  The exact form of the latter right varies widely depending on the government involved, which may be anything from a New Avalon-style parliamentary democracy to the commune of Xenia to an old-Russia-style communist system such as the one in place on Novaya Zemyla, just as long as the people can have a say in how there lives are run.  These civilian governments are separate from, though connected to, the governing power of planetary nobles. In theory, a planet's ruling Duke, the Count or baron of a continent or province can overrule any decision made by civilian authorities. However, nobles who do so too often or without good cause will find themselves deposed, through peaceful appeal or less gentle methods.
 +
 +
The Six Liberties give citizens of the Federated Stars much of their boundless drive and enthusiasm, which they turn toward everything from border raids to commercial ventures to civic groups and arts extravaganzas.  The freedom to choose their own courses gives them confidence in everything they do-a sense of rightness that is both a blessing and a curse. Pride in their liberties enables them to take bold gambits, such as opening the frontier worlds.  More tradition-bound societies, could not have made such thing work so quickly or so efficiently.  Only a people accustomed to free choice could conceive of choosing peace over war, against the weight of centuries of intrigue and conflict.

An aristocracy essentially rules the Federated Stars.  The logistical difficulties of governing its far-flung expanses preclude a genuinely democratic system; the messy process of government by the people simply does not work on an interplanetary scale, as the early leaders of the Federated Stars found out.  New Avalon's egalitarian traditions, however, remained dear to the hearts of the ruling Imperius who claimed it as their homeworld.  Consequently, the Federated Stars government never entirely abandoned democratic ideals.
 +
 +
The notion of government by consent of the governed is the principal surviving concept, for hardheaded practical as well as sentimental reasons. With few exceptions, even the most autocratic Arch-Emperor have recognized that competent rulership for the good of the people fosters peace and contentment among them.  Abuses of power sooner or later lead to rebellion, which deprives the treasury of tax revenues and the needless death of citizens, and that always creates the need for expensive military intervention.  To avoid such problems and safeguard the long-term health of the realm and its people, the constitution and common law of the Federated Stars contain two mechanisms by which ordinary people can potentially depose incompetent or venal overlords: the right of public appeal and direct action.
 +
 +
The right of appeal allows the citizens of a planet to lodge complaints against local Barons or Counts-the lowest ranks of Imperius nobility-before the planetary Marques or Duke or even the Sector's Arch-Duke. The Laws of Noble Conduct and Review, enacted by Arch-Emperor Stars Imperius in 2102, obligate planetary authorities to conduct inquiries based on these complaints. The Arch-Duke, Duke or Marques then decides the offending noble's fate.  Most often, the noble is replaced by his or her nearest successor.  In cases where an entire ruling family falls under suspicion, that family may be stripped of its title and then sent to a backwater world to live.  Nobles who attempt to silence their critics face punishment by the Arch-Emperor, ranging from a public reprimand to direct military action on behalf of the local population. The Arch-Emperor and his ministers take a dim view of subordinate nobles who cannot keep the peace through competent governance and do not hesitate to back popular rebellions against bad rulers.  One famous intervention came in 2268, when Count Donvier Rossini of Tancredi destroyed the Justice Building in his city-state and executed his critics. Soon afterward, the elite Imperius Division of Guards arrived on Tancredi to arrest the Count. Rossini was subsequently found guilty of all charges and beheaded in his city's central public square.
 +
 +
Direct action does not appear in the Federated Stars constitution, but is an accepted part of unwritten common law. Most often strikes or insurrections, direct action comes into play when the right of appeal has failed. A strike is the least desperate of the two tactics, though strikers may risk military occupation by higher authorities if their protest turns violent. An outright insurrection virtually guarantees the arrival of well-armed troops. A military governor replaces the ruling nobles on such planets, and both sides of the insurrection face heavy penalties for breaking the peace of the realm.

The Empire of The Federated Star

The Empire's History

The Empire of The Federated Stars was founded in 2100 by Stars Imperius, when he negotiated a mutual defense and assistance agreement, known as the Stars Pact, with 40 nearby star systems. Stars became the Federation's first Arch-Emperor and New Avalon its capital. A member of the Imperius family has led the Federated Stars in unbroken succession for the past 350 years. Presently on the throne is His Imperial Majesty The Seventeenth Arch-Emperor Michael Stars Imperius The First Of The Federated Stars Empire and by his side are his 3 wives, Her Imperial Majesty The Imperial-Empresses Hoshi Imperius, Emma Imperius and Tila Imperius Of The Federated Stars Empire and there 9 children.

Arch-Emperor Michael Stars Imperius is the son to the Arch-Emperor Hanse Imperius and Imperial-Empress Melissa Imperius, who where killed saving there only son, when The Westminster Imperial Crown Palace was attacked by a rouge force commanded by Arch-Duke Stephen Damion, the Leader of House Damion and Hanse's only brother, all happening on Michael's 16th birthday. Seeing his people being killed, Michael launched a civil war to save them and reclaim his birthright. After the war Michael was crowned The Seventeenth Arch-Emperor Of The Federated Stars Empire.

Michael is a great leader, who cares about his people while the people and his soilders love and worship him.

Government and Politics

The Federated Stars can best be described as a monarchy ruled by an Emperor or Empress, albeit one with constitutional limits placed on the monarchy itself. The Arch-Emperor is the leader of the Federated Stars and is the commander in chief of the Armed Forces of the Federated Stars, or AFFS. The Imperial Privy Council is a grouping of the highest advisors to the Arch-Emperor and is extremely important in the running of the day-to-day affairs of the state. The Nobility of the Federated Stars, created during the reign of the first Arch-Emperor Stars Imperius, also hold positions of authority, but The Federated Stars has a weaker nobility than some realms. The citizens of the realm also have several rights, which include freedom of speech and freedom of religion, and the ability to appeal to the central government in order to have upopular or destruction noblemen removed from office.

The people elect MP's for representation in Imperial Parliament of the Federated Stars, there job are make laws and determine if a Crown Prince or Princess are right to have the title of Emperor or Empress, if not, a new heir is picked, because the most importend job of an Emperor or Empress is to work for the people and they need to be trusted by them.

The Parliament

The Federated Stars is a Imperial Constitutional Monarchy, with executive power exercised on behalf of the Queen by the Prime Minister and other cabinet ministers who head departments. The cabinet, including the Prime Minister, and other ministers collectively make up Her Majesty's Government. The Six Liberties

The power of the ruling class has another limit as well-a guarantee of personal freedoms that goes some way toward explaining the average citizen's contentment with leadership by a hereditary aristocracy. Common Rights and Noble Rulers

An aristocracy essentially rules the Federated Stars. The logistical difficulties of governing its far-flung expanses preclude a genuinely democratic system; the messy process of government by the people simply does not work on an interplanetary scale, as the early leaders of the Federated Stars found out.
