FACC

Social Contract

The FACC or Fodmodmadtol Administration-Corporation Contract was drafted by Sacha Gavri. The document itself is brief and nearly illegible, yet it's claimed to contain written language and architecture for a functional administration-corporation agreement. The FACC is regarded internationally as Fod's constitution, even though this isn't entirely true. The FACC is an agreement between government and business to protect the citizen- It does not set up systems to do so. The currently established authority was constructed by Sacha after the FACC was signed, and is based on the original Fodist system. People accepted this government in 2004 through ratification of the Cairo Paper in the populist election.

Emperor

The Emperor serves a life long term, succeded by an heir. The Emperor has the power to command the national military, delcare law, war, or proceed with any domestic or foreign matter he wishes. Powers such as these remain absolute. The Consul consists of four officials appointed by the Emperor. They lead the Consul of Love, Truth, Peace, and Plenty, all of which carry out the orders of the Emperor. The Master Consul is the Emperor's spouse.

Duma

The Duma consists of one thousand Speakers, each serving a four year term. There's a Speaker in the Duma for every Ward. A speaker is elected directly by the people. The Duma can propose law for the Emperor to enact, but cannot enact law itself. They also decide whether to accept or reject laws from the Emperor.

Baza

Baza is comprised of completely unknown people. Neither the Emperor or the Duma may exercise authority over Baza. In the few obscure actions of Baza, all of which were passively accepted, they dismissed a plethora of laws (1766) and have adjourned the Duma (1788).

Political Divisions

The Local Rule Act (P001ƒ) created the federal structure known today, and delegated authority to the various administrative institutions created. It established clear definitions as to who may excercise authority.

• A District is as follows:
  • a land-based division five-hundred kilometers long and five-hundred kilometers wide.
  • A Marshall will be created for each District,
    • to be granted by the Emperor
    • to enforce the law of the Empire
    • to enforce the law of the District.
  • A Stat-Duma will be created for each District,
    • to represent the people of that District.
    • to enact law of the District.
  • A Stat-Baza will be created for each District,
    • to establish justice under the law.

• A Ward is as follows:
  • a people-based division of one tenth percent of the national popoulation
  • provides community services of Fod
    • such as energy services
    • such as weapon services
    • such as mobility
    • such as communication
    • such as shelter
    • such as clothing
    • such as nutrition
    • such as medical services
    • such as Academy services
    • such as entertainment
    • such as leisure & luxury goods
  • A speaker will be granted to each Ward to speak in the Duma
  • A ward may join one of two institutions
    • the Rural Union, for Wards with farm-like trends
      • under which Wards are subject to Rural Law
    • the Urban Union, for Wards with city-like trends
      • under which Wards are subject to Urban Law
