A treaty is, in theory, a binding agreement between international actors such as states or international organizations. Treaties might also be referred to as protocols, international agreements, covenants, conventions, exchanges of letters, exchanges of notes, etc. Legally speaking, an officially signed agreement ratified according to the laws of two or more states possesses all the qualities of a treaty, regardless of what it is called.
