Golden Fish Syndrome

This occurs when a nation, after constructing a limitted amount of an obscenely powerful and expensive warship, is then too afraid of losing it to ever put it to sea. When a battle occurs, the Super-Ship waits in harbor for a "better time" to emerge. In the end, the Golden Fish becomes an expensive harbor monument, not a warship.

Can also occur with Aircraft, in which case it becomes the "Golden Bird" syndrome, but this is more common on the vastly more expensive naval ships.
