Fodmodmadtol Administration-Corporation Contract (FACC)

The Fodmodmadtol Administration-Corporation Contract or FACC was drafted by Sacha Gavri. The undersigned include Jordan Lion, Ludvik Novgol, Madison Burulcich, and the CEOs of the Fod Top Twelve. The document itself is brief and nearly illegible, yet it's claimed to contain written language and architecture for a functional administration-corporation agreement. The FACC is regarded internationally as Fod's constitution, even though this isn't entirely true. The FACC is an agreement between government and business to protect the citizen- It does not set up systems to do so. Sacha established the current system of authority regarded to be a unitary empire.

Imperial House

Imperial consists of the Emperor and the Ministry. The Emperor serves a life term. The Ministry consists of four officials appointed by the Emperor. They lead the Ministry of Love, Truth, Peace, and Plenty, all of which carry out the orders of the Emperor. Ministers can be removed by the Emperor. Imperial declares and enforces law. Edicts from Imperial are presented before Popular for them to accept or reject, but Imperial has the final say. The Emperor also commands the national military, and can exercise this ability at will. Imperial has the power to adjourn Hated, yet this has never been exercised.

Popular House

Popular consists of one thousand District Speakers, each serving a four year term. A speaker is granted to a District for every tenth percent of the national population within that District. A speaker is elected directly by the people within their Ward, or constituency within a District. Popular can propose law for Imperial to enact, but cannot enact law itself. Popular also decides whether to accept or reject a law from Imperial, which is decided by simple majority. However, an Imperial decision can override Popular discretion. Popular has to power to adjourn Imperial, enacted only upon an overwhelming vote of no confidence.

Hated House

Hated House is comprised of an unknown number of people. Their terms are assumed to be life long. Imperial and Popular exercise absolutely no authority over Hated House, short of a military occupation on behalf of the Emperor. In the few obscure actions of Hated House, all of which were passively accepted, they dismissed a plethora of laws (1766) and have adjourned Popular House (1788).
