Commonwealth Council of State

The Commonwealth Council of State is a largely ceremonial body of the Commonwealth of Peoples. Its only substantive power is to decide on certain matters regarding the recognition of foreign states where legitimate controversy exists. The Head of the Commonwealth is President of the Council and is not permitted to serve on the Council as the chief of any one member states while acting as President. Because the current Head of the Commonwealth, Owain ap Cunedda, is also monarch of six of the ten Commonwealth members, the seats of those members on the Council are filled by acting heads of state.
