Introduction

Once upon a time, there was a traveler crouching in pain at the roadside. A man, who happened to be walking by sat next to the traveler before he could ask for help. The man lectured at length about having a healthy lifestyle in order to avoid sickness. Satisfied with his speech, the man stood up and left. The man’s name is Humankind.

Next, a very beautiful woman approached the traveler with an inquisitive look. The traveler said, "Well, don't just stand there, help me." The woman replied, "Do you want me to help you?" She then discussed at length the situation with the traveler until she fully understood the problem. Then she nodded and left. Shortly after, the woman brought all the doctors, nurses, and staff of the closest hospital with her. The woman's name is the Grand Imperial Dominion of Penguenia.

A Brief History of the Empire's Creation

One-thousand and thirty-three years ago there was a quarrel between the then President Istar Raziel and his son, Tobias about the future of the nation. While other, lesser nations were taking to space and colonizing every stellar body that was relatively habitable, the Conservative Republic of Penguenia did nothing to compete; Istar believed that colonizing space was a fool’s endeavor, something children wasted their time dreaming about. Tobias, of course, virulently disagreed with his father’s beliefs. He started a separatist group within the nation whom shared his ideals, his dreams. Fed up with his son’s behavior, Istar disowned Tobias and they would not speak again for five-hundred and thirty four years.

The anger and hate swelled within Tobias. The great nation of Penguenia’s people deserved their lot in the Universe... they deserved to be great. Using his immense wealth, he created a spacefaring fleet of 3 colony ships, as well as a warship to make those who would come with him feel safe. For two-hundred years his supporters toiled with an endless supply of money, and eventually they created the fleet, as well as an experimental system of travel that would make faring the vast abyss shorter.

As the fleet launched, President Istar laughed. His foolish son would surely parish along with all those dumb enough to follow him! Needless to say, two-hundred and thirty four years Tobias returned... with only the warship he had launched with. “He had failed! The fool boy had failed, and lost most of the twelve-million he had taken with him!” thought Istar, as he heard the news. He immediately invited his idiot of a son to meet with him.

Tobias came, dressed in a black uniform embellished with gold and white detail, flanked by 6 women in toned down variations of the uniform. He also carried with him a long sword; modest in comparison to those rulers owned. Istar paid no heed to these minor details and began to denounce his son from his chair in the main Presidential Hall. Tobias was silent though his father’s speech as the Presidential Court’s inhabitant’s laughed with delight. He then unsheathed his sword and declared that the Conservative Republic of Penguenia bow before the might of the Grand Imperial Dominion of Penguenia. The hall was silent. All eyes were on him and his cadre, unblinking.

Tobias told the story of how they’d found an inhabitable planet, no a system of inhabitable planets, and set up several colonies on the largest and most beautiful. The separatists had named the planet “Reach,” and the system “Marathon.” Istar exploded in a furious rage, refusing to bow to his son. He discredited Tobias, demanding proof, but Tobias would not acquiesce, and returned to his small warship in Earth orbit.

Then it came, without warning. A rain of blue and red and green fire, death from the sky. The Conservative Republic of Penguenia burned for 6 days along with all it’s inhabitants, then the rain of death stopped and there were none left. Istar’s lack of interest in space had left the nation defenseless to Tobias’ wrath.

The Emperor Tobias Raziel rebuilt the nation of Penguenia on Earth, and his space empire flourished, expanding across five systems with a fleet of over a thousand warships that put his small original one to shame. The Empire still continues to grow to this day.

People and Religion

The Empire of Penguenia accepts all conquered races that pledge loyalty to the Emperor as citizens to the Empire. Penguenians pay little mind to the governing of conquered planets, usually leaving the gubernatorial position to a native; the only thing Penguenia is intrested in is the control of star systems.

Penguenians

This race is descendant from Terran Humans, though through their culture of decadence and shallow pleasure, they have become something not quite human. Penguenians are a very beautiful people; in fact, it is illegal to be physically ugly in Penguenia. If by the age of 21 a citizen is not physically appealing, they "donate" themselves to Penguenia's Medical Studies Program under the direction of Dr. Josef Elegnem, though this rarely occurs, for the Penguenian race has reached an apex of physical perfection. 86.1% of the population is female. Penguenians are tall and elegant, and usually have fair skin and dark hair, though there are many skin pigments within the race. Penguenians generally live a very long time, the oldest recorded Penguenian died at five-thousand-eight-hundred and thirty-six years of age, however they physically do not age past their late thirties.

OOCnote: Penguenians are, for all intents and purposes, Elves. They are lithe, fair, haughty, arrogant, intelligent, and live long. They don't have pointy ears though, that’s impure.

Colonials

People and sentient species under Penguenian rule are called “Colonials.” Many species fall into this category, from Terran Landers, to Elves, to humanoid animals. They are treated as partial citizens of the dominion; however they may not serve in the proper Imperial military, and often don’t recognize the Emperor as a God. Colonials are given equipment to defend themselves, and sometimes not so modest star fleets if the system has some great importance. Generally, Colonials accept Imperial rule after fifty or so years when they realize that life is the same, if not better than it was before their conquer.

Penguenian Religion

The Emperor is worshipped as a god; his hand can be merciful or cruel at a whim. Penguenians do their best to please this deity. The practice of worship is taken lightly, and not surprisingly, religion and government don't mix in the Dominion. The Emperor doesn't really pay mind to his "religion" anyway.

Territories

The Penguenian Empire's goal in Imperialism is to control as many spacelanes as possible so it may project greater control over interstellar trade. The Empire rarely cares to govern an unwilling people, so native governors are usually appointed to appease a planet's population. Over one-thousand worlds have been conquered, however the Penguenian Empire only ever mentions the five major systems and three major celestial bodies when they describe the territories.

Marathon

The first system colonized by Penguenian citizens. It serves as the political capital of the Penguenian Empire, whereas the Home Nation on Terra serves as the cultural and historical capital. Marathon is a grouping of 4 inhabitable worlds and 2 uninhabited ranging from Earth to Saturn sizes. (Reach, Keyes, Absalom, Muawijhe, Penguenia Alpha, and Perseus) The star itself is a medium sized G-Class star. Inhabited Worlds

Cortana-113

The military has made this system the most tightly secured place in the Empire besides Terra. Cortana-113 is the home to the only widespread use of FTLi in the Penguenian Empire (these, like all FTLi, do not inhibit Penguenian Subspace travel) There are 3 inhabited (not necessarily inhabitable) worlds (Troy, Constantinople, and Armageddon), and numerous artificial bodies. The planets in this system have an extremely wide rotation around a massive O-Class star.

Persons of Note

  • Emperor Tobias Raziel. The benevolent and eccentric ruler of Penguenia.
  • Admiral Rex Teras. At 36 years old he is the youngest admiral in the Penguenian Navy, is commander of the 1st Destroyer Strike Squadron, and happens to be a tactical genius.
  • General Nachi Mitsune. A general in the Penguenian Imperial Marine Corps and the Emperor's trusted bodyguard. Rumors have it she and the Emperor are lovers.
  • Lord Admiral Mi-Kael Luminus. The highest ranking officer in the Penguenian Navy, senior ESUS delegate and confidant of the Emperor.
  • Grand Admiral Nicholas Myers. A high ranking and well respected member of the Penguenian Navy. His expertise is diplomacy rather than tactics, and he is often sent to keep the peace.

Random Facts

The Inquisition controls every facet of Penguenian life, and the citizenry are obedient and happy like they are "supposed" to be. Political censorship is absolute. Any idealists will be tried by a court of the Inquisition and justly sentenced to death. Crime is an unknown trouble.

While the merciless Inquisition controls every facet of Penguenian life, citizens are allowed many freedoms, even more than benchmark nations such as the long defunct United States and United Kingdom in some cases. As long as a citizen does not commit heinous crimes and unquestioningly adheres to the Emperor's will, they are permitted to live their lives however they please.

Penguenian military and national police service is not mandatory for a citizen, though many citizens do serve in the sizeable defense sector. A service for ten years is however mandatory for royalty or nobility to claim their title. All of Penguenia's weapons are manufactured domestically.
