Once upon a time, there was a traveler crouching in pain at the roadside. A man, who happened to be walking by sat next to the traveler before he could ask for help. The man lectured at length about having a healthy lifestyle in order to avoid sickness. Satisfied with his speech, the man stood up and left. The man’s name is the Federated Star-systems of Lorenzvograd.

Next, a very beautiful woman approached the traveler with an inquisitive look. The traveler said, "Well, don't just stand there, help me." The woman replied, "Do you want me to help you?" She then discussed at length the situation with the traveler until she fully understood the problem. Then she nodded and left. Shortly after, the woman brought all the doctors, nurses, and staff of the closest hospital with her. The woman's name is the Grand Imperial Dominion of Penguenia.

A Brief History of the Empire's Creation

One-thousand and thirty-three years ago there was a quarrel between the then President Istar Raziel and his son, Tobias about the future of the nation. While other, lesser nations were taking to space and colonizing every stellar body that was relatively habitable, the Conservative Republic of Penguenia did nothing to compete; Istar believed that colonizing space was a fool’s endeavor, something children wasted their time dreaming about. Tobias, of course, virulently disagreed with his father’s beliefs. He started a separatist group within the nation whom shared his ideals, his dreams. Fed up with his son’s behavior, Istar disowned Tobias and they would not speak again for five-hundred and thirty four years.

The anger and hate swelled within Tobias. The great nation of Penguenia’s people deserved their lot in the Universe... they deserved to be great. Using his immense wealth, he created a spacefaring fleet of 3 colony ships, as well as a warship to allow those who would come with him feel a sense of safety. For two-hundred years his supporters toiled with an endless supply of money, and eventually they created the fleet, as well as an experimental system of travel that would make faring the vast abyss shorter.

As the fleet launched, President Istar laughed. His foolish son would surely parish along with all those dumb enough to follow him! Needless to say, two-hundred and thirty four years Tobias returned... with only the warship he had launched with. “He had failed! The fool boy had failed, and lost most of the twelve-million he had taken with him!” thought Istar, as he heard the news. He immediately invited his idiot of a son to meet with him.

Tobias came, dressed in a black uniform embellished with gold and white detail, flanked by 6 women in toned down variations of the uniform. He also carried with him a long sword; modest in comparison to those rulers owned. Istar paid no heed to these minor details and began to denounce his son from his chair in the main Presidential Hall. Tobias was silent though his father’s speech as the Presidential Court’s inhabitant’s laughed with delight. He then unsheathed his sword and declared that the Conservative Republic of Penguenia bow before the might of the Grand Imperial Dominion of Penguenia. The hall was silent. All eyes were on him and his cadre, unblinking.

Tobias told the story of how they’d found an inhabitable planet, no a system of inhabitable planets, and set up several colonies on the largest and most beautiful. The separatists had named this planet “Reach,” and the system “Marathon.” Istar exploded in a furious rage, refusing to bow to his son. He discredited Tobias, demanding proof, but Tobias would not acquiesce, and returned to his small warship in Earth orbit.

Then it came, without warning. A rain of blue and red and green fire, death from the sky. The Conservative Republic of Penguenia burned for 6 days along with all it’s inhabitants, then the rain of death stopped and there were none left. Istar’s lack of interest in space had left the nation defenseless to Tobias’ wrath.

The Emperor Tobias Raziel rebuilt the nation of Penguenia on Earth, and his space empire flourished, expanding across five systems with a fleet of over a thousand warships that put his small original one to shame. The Empire still continues to grow to this day.

People and Religion

The Empire of Penguenia accepts all conquered races that pledge loyalty to the Emperor as citizens to the Empire. Penguenians pay little mind to the governing of conquered planets, usually leaving the gubernatorial position to a native; the only thing Penguenia is interested in is the control of star systems and trade routes.

Penguenians

Descendant from Terran Humans, the Penguenian race has evolved through a mixture of selective breeding, gene manipulation, and racial cleansing. The Penguenian race has reached an apex of physical perfection, and are said to be amongst the most pure Terran races in the known universe. Penguenians are tall and elegant, and usually have fair skin and always have dark hair, though dark or olive skin is a trait not unheard of. Because of their manipulated DNA, Penguenians generally live very long natural lives; however they physically do not age past their late thirties.

Penguenians are a socially and in some aspects, a morally decadent people. They generally hate all non-humans, as well as many Terran races they deem ‘impure’, but never show anything but respect when directly interacting with them. Although 86.1% of the population is female, but men hold most of the high-ranking public offices and own most of the interstellar corporations.

Colonials

People and sentient species under Penguenian rule are called 'Colonials'. Many species fall into this category, from Terran Landers, to Elves, to humanoid animals. They are treated as partial citizens of the dominion; however they may not serve in the proper Imperial military, and often don’t recognize the Emperor as a God. Colonials are given equipment to defend themselves, and sometimes not so modest star fleets if the system has some great importance. Generally, Colonials accept Imperial rule after fifty or so years when they realize that life is the same, if not better than it was before their conquer.

Penguenian Religion

The Emperor is worshipped as a god; his hand can be merciful or cruel at a whim. Penguenians do their best to please this deity. The practice of worship is taken lightly, and not surprisingly, religion and government don't mix in the Dominion. The Emperor doesn't really pay mind to his "religion" anyway.

The Solar Holdings

As all human life came, so did the Penguenian genus of humanity originate on Earth. The Emperor insists on holding on to territories in the Sol system out of arrogance and a fear that the cradle of mankind would be one day controlled by inhuman beings.

Penguenia

The frigid Terran homeland of the Emperor Raziel and his compatriots who founded the Dominion is located in the northeastern hemisphere. It is a beautiful nation despite the majority of it being in permafrost. It is roughly the area of Antarctica and mostly mountainous, although the low-lying coasts are thick with pine forests.

Oberon

Oberon is the outermost of the major moons of the planet Uranus and headquarters of the 1st Imperial Fleet for the Protection of Earth, also known as the Penguenian Solar Fleet.

The Central Territories

The Penguenian Empire's goal in Imperialism is to control as many spacelanes as is possible so it may project greater control over interstellar trade. The Empire rarely cares to govern an unwilling people, so native governors are usually appointed to appease a planet's population. Over one thousand worlds have been conquered; however the Penguenian Empire only ever mentions the five major systems and three major celestial bodies when they describe the central territories.

Marathon

The first system colonized by Penguenian citizens. It serves as the political capital of the Penguenian Empire, whereas the Home Nation on Terra serves as the cultural and historical capital. Marathon is a grouping of 3 inhabitable worlds and 2 uninhabited ranging from Earth to Saturn sizes. The star itself is a medium sized G-Class star.

Cortana-113

The military has made this system the most tightly secured place in the Empire besides Terra. Cortana-113 is the home to the only widespread use of FTLi in the Penguenian Empire (these, like all FTLi, do not inhibit Penguenian Subspace travel) There are 3 inhabited (not necessarily inhabitable) worlds (Troy, Constantinople, and Armageddon), and numerous artificial bodies. The planets in this system have an extremely wide rotation around a massive O-Class star.

Joyeuse-883 was once a desolate system of long-dead worlds orbiting a bright green star. It was ordered to be terraformed by the Emperor himself, and now stands as one of the most luxurious and visited systems in the galaxy.

Durandal-294

Duandal-294 is reserved for the consumption of the Dominion. It once had inhabitants on the paradise world “Eden”, however the citizens of that world were excommunicated and the paradise was destroyed.

Military

Service in the Armada services or National Police forces is not mandatory, however many imperial citizens do serve Penguenia's military arm in one way or another.

There major military services are:

  • The Penguenian Dominion Armada
  • The Penguenian Dominion Marine Corps
  • The Armada Fighter Corps

Penguenian Military Dictate

The Penguenian Military Dictate is a large document several hundred pages long. Within it is every detail of how the Penguenian military should be managed, organized, and executed. These are some of its most important points:

  • Women are not fit for service in the Penguenian Dominion Armada or the Armada Fighter Corps. Men are not fit for service in the Penguenian Dominion Marine Corps, Immortal Guard, or National Police.
  • The Emperor's Immortal Guard must never exceed or fall under the number of 10,000 guardswoman.
  • All Marine officers of equal or lesser rank to their Armada counterparts are subordinate to them during all operations under the jurisdiction of the Penguenian Dominion Armada. All Armada officers of equal or lesser rank to their Marine counterparts are subordinate to them during all operations under the jurisdiction of the Penguenian Dominion Marine Corps.

The Penguenian Dominion Armada

The Penguenian Dominion Armada is designed around a base of extremely fast, extremely agile destroyer class vessels supported by small numbers of larger capital vessels and their fighter and Marine compliments.

The Armada's doctrine in battle is to decisively end a conflict quickly and without heavy losses because, although Penguenian shields strong, when depleted it is almost certain the vessel will be destroyed in short order. A Penguenian vessel's defensive strengths lie in their speed and offensive capabilities; targeting systems and ace gunners would be hard pressed to hit a Sabbat class destroyer.

There are nine fleets in the Armada; five controlled and funded by the Imperial family, four by the Transystem Corporation.

With more than capable commanders, agile ships that can usually outmaneuver what would oppose them, and crews that are loyal until death, the ships of the Penguenian Dominion Armada are truly a force to be reckoned with.

The Penguenian Marine Corps

The Penguenian Marines are counted amongst the best trained standing army in the known universe, comparable to other nation's Special Forces. Experts at lightning strikes, and although they are lightly armed and armored, they have been known to hold out against a force many times their size. The Marines have limited offensive vehicular capabilities - The largest tank in the Penguenian Marine Corps is classed as 'Armored Vechile: Light' - but are well equipped for their mission.

There are two divisional organizations within the Penguenian Dominion Marine Corps: The Imperial Marines and the Colonial Marines. The Imperial Marines are based exclusively on space vessels, and form the largest contingent of fighting women in the Penguenian Military. The Colonial Marines are garrison troops who insure the safety and sovereignty of Penguenian possessions. In addition, each marine has basic knowledge of bypassing computer security systems and how to deal with medical issues.

The Penguenian Grenadier Corps

The Penguenian Grenadiers are heavy assault troopers. Armed with more advanced targeting systems and more devastating weaponry, the grenadiers can withstand most small arms fire without worry. The suit allows for extended combat in a vacuum or other places where extended exposure would be more dangerous to a normal marine, also more advanced communications allow for longer patrols.

The Inquisitorial Shocktroop

Lightly armed and armored, Inquisitorial Shocktroopers specialize in guerilla tactics, espionage and sabotage raids. There are no official records of the Shocktroops, but rumors have it that there are in excess of 2 million in existence, and allow both male and female to serve in their ranks, though only 5,000 currently serve in the Shocktroop.

The Immortal Guard

The Immortal Guard is the personal bodyguard of the Emperor. It is said that as long as one Immortal lives the Emperor will be safe. Their name comes from the fact that once one is incapacitated, she is always replaced by a new soldier. The soldiers of the Immortal Guard are picked from the best fighters in the Penguenian Dominion Marine Corps and National Police. They masters of martial and ranged combat, as well as medical and electronic warfare, and are said to be the most loyal citizens in the Empire.

Persons of Note

  • Emperor Tobias Raziel: The benevolent and eccentric ruler of Penguenia.
  • Admiral Rex Teras: At 36 years old, Teras is the youngest admiral in the Penguenian Navy. His tactical genius is unmatched, and his revolutionary naval ideas are so effective that they are not recorded in any records, but shared by word of mouth between Penguenian commanders. He commands the elite 1st Imperial Strike Fleet.
  • First Marshal Nachi Mitsune: A First Marshal in the Penguenian Imperial Marine Corps and the Emperor's trusted bodyguard. Rumored to be the Emperor's wife, and Empress of the Penguenian Dominion, though it has never been substantiated.
  • Lord Admiral Mi-Kael Luminus: The highest ranking officer in the Penguenian Navy, senior ESUS delegate and confidant of the Emperor. Luminus, Myers, and Raziel graduated together from the Penguenian Republican Military College over a millennia ago.
  • Grand Admiral Nicholas Myers: A high ranking and highly respected member of the Penguenian Navy. His expertise is diplomacy rather than tactics, and he is often sent to settle conflicts that require the Dominion’s military power to be restrained.

Random Facts

The Inquisition controls every facet of Penguenian life and political censorship is absolute. Any idealists will be tried by a court of the Inquisition and justly sentenced to death. Crime is an unknown trouble.

Although the Inquisition heavily censors political criminals, citizens are allowed many freedoms, even more than benchmark nations such as the long defunct United States and United Kingdom. As long as a citizen does not commit heinous crimes and unquestioningly adheres to the Emperor's will, they are permitted to live their lives however they please. This, of course, explains the moral decadance of Penguenian culture.
