The Minnesotan Confederacy of Roach-Busters (formerly the state of Minnesota) is run by an authoritarian, extreme right-wing, plutocratic military regime that wields absolute control over almost every aspect of its citizens' lives. However, its economic policies are extremely libertarian and are among the most laissez faire in the world. Minimum wage, social welfare, corporate welfare, tariffs, business regulations, antitrust laws, et. al. do not exist in RB. Because the people of RB are endowed with a strong work ethic reminiscent of the Puritans, few people are below the poverty line, as most Roach-Busterians work quite hard to support themselves and their families. The vast majority of those who are impoverished are only poor because they refuse to work, and they are shunned by society.

Like apartheid South Africa, Roach-Busters is strongly segregated, though people are separated on the basis of political views rather than race. Speaking of race, RB abhors racism (all extremist racialist and racist parties and organizations, whether black, white, or Asian, etc., are outlawed), although it is allied with the Communist Mississippi due to their shared opposition to communism. In RB, social democrats, communists, anarchists, fascists, Nazis, and other "undesirables" are confined to bantustan-esque 'homelands' where they are forced to live in disease-ridden shantytowns and slave away in factories all day producing armaments for the government. 25 feet tall concrete walls topped with poison-coated razor wire surround each homeland, along with untold thousands of land mines, SAM sites, and guard posts. The secret police force, pervasive in all of Roach-Busters, is especially prevalent in the homelands.

RB holds elections (voting is compulsory for those 20 and older), though only government-approved candidates can run for office, and the Generalissimo may expel from Congress any politician who is not to his liking. He can also rule by decree or change the constitution at will. However, RB has a confederal government, so local communities and counties have a relatively high degree of autonomy.

Though RB has no official religion, the government attempts in many laws to legislate morality. Pornography, abortion, birth control pills, sex toys, drugs (except for prescription drugs), alcohol, adultery, incest, bestialty, and pedophilia are all illegal and violators of these laws are severely punished. Most religions are tolerated and their adherent's rights vehemently protected, but some religions, such as Jehovah's Witnesses, Christian Science, Wicca, satanism, and scientology are illegal. Scientologists in particular are subject to harassment and persecution, with the government's tacit approval.

Though initally an isolationist state, RB eventually played an enormous role in world affairs. RB military aid was crucial in helping President John Holtz of Holy Paradise achieve a military victory, and RB also played a key role in protecting other conservative and anti-communist states. Generalissimo J.L. is openly hostile to all leftist nations, and will allow no communist countries to establish embassies in RB, or even to trade with RB. He openly and covertly supports anti-communist nations, guerrillas, organizations, etc. around the world.

RB also has a rather extensive worldwide empire, and controls Wisconsin, Michigan, Iowa, North Dakota, and South Dakota of the former U.S.A., and Thailand, the Philippines, Burma, Malaysia, and East Timor in Southeast Asia.
