ALPHONSE exists. Theory and conspiracy cloud over every single thought of him, but only one thing can really be confirmed. ALPHONSE can be found. Perhaps he is just aa program, a machine, an idea. But he still exist. ALPHONSE is Delta Green. He is the praxis, the height of power. Yet no one truly knows who or what ALPHONSE truly is. It may even be a mistake to refer to ALPHONSE as he. ALPHONSE could just as likely be a woman. ALPHONSE is the head of the snake, the essential front for the shadow government known as Parliament. He is their only true intermediary between the "legitimate" government of Delta Green and the secret organization. ALPHONSE is at once liason and mastermind.
Facts
Very little is actually known or even proven about ALPHONSE. However, a few scattered facts have led some to try and connect the dots, examining them with careful analysis.
The first recorded mention of an ALPHONSE was during a highly classified document from the Eisenhower administration. In a widely discredited and sometimes debunked MAJIC-12 document allegedly reports the activities of the conspiracy organization within Antarctica. It made serious mention of the remains of a failed expedition. It also reported that a child was recovered, whom had nearly died from hypothermia. That child was unnamed, but the codename given to the child was ALPHONSE, though whether this is a coincidence is strongly debated. No further details of the child is mentioned, and never once again does ALPHONSE refer to a child in any similar context.
ALPHONSE was also mentioned in a declassified document concerning a seemingly unrelated evaluation of aviation technology development in Nevada. It makes reference to a document about involvement of ALPHONSE, and while the document is recorded as a reference, no evidence of the other document's existence beyond that has been found.
ALPHONSE is reported to live in the Diet, within the massive complex's heavily guarded and sanctified walls, and within things no other citizen of Delta Green truly knows of. Since this facility is also connected with the Parliament, it would make sense.
Speculation
ALPHONSE is allegedly responsible for the founding of Delta Green. Most certainly it was his whims which led to the rediscovery of Hyperborea and its reclaiming by the Delta Green organization. ALPHONSE has always taken a proactive interest in the survival of the nation he controls. However, considering the debated nature of ALPHONSE, nothing can be said for sure.
Its just as likely that ALPHONSE could be multiple people from Parliament whom come out to represent with a single unifying face to protect their identities, so that they can execute their own agenda. But the actions of ALPHONSE sometimes seem to act on an ulterior motive and agenda independent from Parliament's.
One theory is that ALPHONSE does not exist as a human, but is rather a program or machine, much like an AI construct. This would explain perhaps the fact that no one can truly and credibly say they have come face to face with ALPHONSE (except perhaps Assistant Director Richard Glass). Those who have are not talking if its true. But other than speculation, there is little credence to this theory.
Another theory could be that ALPHONSE is not even an entity. Some radicals, especially those from the anarchist terrorist organization Høyesterett, suggest that ALPHONSE is no more than an idea. That he was a concept created by the Parliament to further control the already conditioned and supplicant populations of Delta Green. This theory is new, and while it has no evidence, it is based on strong convictions, and if it was true, it would explain many things about ALPHONSE's strange behaviors.
