The Incorporated Populations of Delta Green (abbreviated IPDG, or DelG), known for its its extensive intelligence and military network that blends seamlessly with its government (the Freemen), and sometimes refered to as Hyperborea, is an unusual new form of nation that has progressed through the years practically unnoticed until its official "awakening" on the new year of 2006.

It is unknown the exact history of Delta Green's formation, yet all historical references seem to vaguely point towards its existence, no matter how insignificant. Only after the Trillennium Committee was formed by the leadership of Delta Green after the nuclear holocaust that occured during the Woomera Incident did the Technocracy receive any recognition or renown. The following events placed Delta Green as a political power when it seized official control over Antarctica, large areas of ocean between Australia and Antarctica, and the former state of Australia. While dwarfed by such powers as the Union of Soviet Socialist Republics, Delta Green proved itself worthy of political manueverability.

Delta Green's ambitions extend far beyond its territories. It is actively involved in the new Post-Modern Arms Race between the Soviet Union and Delta Green, using its seemingly limitless resources to fund fantastical programs based on technology never seen before. Delta Green, despite being rather small, proved willing to defend itself with superior technology and tactics during the Hyperborean Purge, when all foreign elements remaining on Antarctica either were actively eliminated by Delta Green forces or simply "disappeared," which ended with the renaming of the desolate continent Hyperborea.

History

As mentioned above, historical details of the Delta Green organization and the state of Hyperborea are extremely vague. The only evidence found so far in records has been classified by the nations holding them or silenced by the government of Delta Green, which seems quite intent on keeping historical information on Delta Green as clandestine as possible. This strange behavior exhibited by the nation is usually not attributed as odd, especially considering the communist revisionism exhibited in the historical records of its fellow nation, the Soviet Union.

Some investigation has revealed ties to former nations, such as the United States of America during World War II and the early Cold War. Declassified documents uncovered from the former government point towards a connection to a secret military organization that was used to infiltrate and destroy secret Nazi and later Soviet projects involving paranormal affairs. Rejected as rumor by most authorities, most especially Delta Green's, such claims seem no more than conspiracy theory. Furthermore, there are also alleged ties with the network of the Free People of Communist Brazil before the collapse of the junta government. Another alleged tie is with the Imperial Union of Napoleonic Empire, which is also another collapsed nation. The only thread tying each nation that seems to be connected vaguely to Delta Green is that they at one time collapsed. But the presence of former officials from all three of those fallen regimes now in power within Delta Green is not seen as a simple coincidence by some.

Culture

The citizens of Delta Green have a unique sense of culture. Because of the strange conditions in which they live, a new sub-culture that is derived from assimilated peoples and the activities of the State at large has been developed and is slowly bringing a sense of community and cultural equality and reciprocity. However, currently the cultures are still heavily divided between the several habitation centers. Cultural differences and conflicts have in the past cause conflicts, which brought a sweeping new change not only to segregate and seperate cultures, but also attempt to assimilate and homogenize.

It is also fitting to note that, for now, the government makes no interference with most of the actual culture of its citizens. Each population has its unique culture, customs, and holidays, and the government does not sponsor or condone any of these. There are no federal holidays or official language. While it is speculated that the new "Hyperborean" culture, when established, will change this, this is merely speculation. Delta Green prides itself on its relative social libertarianism on cultural issues.

The Partition

Because of huge cultural conflict during the early years of Delta Green development, it was decided by Parliament that the cultures could not be immediately combined and had to be kept seperate and administrated differently because of it. During the creation of Delta Green, the intitial populations were founded upon a small amount of ethnicities. These included selected German, French, British and Irish refugees (fleeing the Spectre War and Holiday Revolution conflicts respectively), Australian, Aboriginal, and Brazilian populations (displaced by the Woomera Incident), and finally a substantial ethnic Norwegian population, whom was settled or assimilated during the Hyperborean Purge. However, there is one exception.

Hyperborean Experiment

Since the Hyperborean Purge and the stark ethnic divisions that have so far been kept at bay by the Partition, there has been a growing consensus within Parliament to push towards a single, unified culture in order to bring the harmonius society and world that Delta Green was established to create. A large scale effort is being made by all aspects and agencies within Delta Green to achieve this goal, and currently there are many examples of the ground breaking work that is being done in order to further this goal. The most obvious example to those outside of Delta Green is within the center of the sprawling bureacracy.

The Capitol is the nerve center of the entire Delta Green state, and as such, it also is the cultural center as well as economic and political. It is unique in that all of the major Delta Green ethnicities can be found with substantial numbers in this hab-center. While some hab-centers may have divided populations, the Capitol is the only one which has been successful at creating a new culture and breaking down cultural divisions. This is called by some the Hyperborean Experiment, as the populations within the Capitol are the focus on creating the new Hyperborean race. Even though it is the only non-segregated population, the Capitol still ranks higher with certain ethnicities than others, whom are determined to be the more "adapted" and more suitable for the Hyperborean experiment. The Capitol's major ethnicities set the standard on which the new Hyperborean culture is designed. Currently, the major populations include ethnic Norwegians, English, and Aboriginal Australians.

Suffrage

Suffrage is not seen as a huge achievement or issue in Delta Green. The President has the right to change and establish suffrage ages at his whim, but mostly it is derived from data gathered by the Commission of Stability. Current settings are rather complex. Beginning at age 15, once a year a Delta Green citizen may apply for suffrage rights at the local State Committee. With the right to vote, you also gain the right of consent, consumption of alcohol, and narcotic use. They go through extensive testing of psychological stability, intellectual capacity, and also ideology. However, because of propaganda and condition, very few citizens actually apply for suffrage for voting rights. It is estimated that 89% of eligible citizens in Delta Green have suffrage rights, but only 22% of that number actually vote. Apathy is ever-present in the Delta Green system, which is paradoxically contrasted by strong feelings of patriotism, nationalism, and statism.

Religion

The government, which prides itself on being "social libertarian", does not restrict religion or the practice of it. Much like culture in general, however, it is sometimes speculated that the government has an ulterior motive involving the Hyperborean Experiment. Religion is usually unique to each population in the way it interacts with culture. Since most inhabitants of Delta Green were raised in other countries under differnt conditions, being immigrants or refugees, there is little religious identity. However, in the Delta Green state-sponsored education and conditioning process, it encourages strong logical thinking, which can very well spell a massive skeptic movement in the next generation. While everyone is free to their own religious practices under law, they are not given the right to keep practices as private information and must register their religious practices at the local State Committee.

Languages

As mentioned, there is no official language in Delta Green. However, because much of the efficiency of Delta Green is based completely on the need to communicate, a Language of Law has been established (Latin), though your mundane citizen is not required to know this. However, this does not mean every culture is treated equally on a linguistic level. The education system requires two languages be learned, Hyperborean and Latin. Classes in Jiwali, Esperanto, Norwegian, and English are also standard curriculum offered. However, other cultures are often devalued, as through this educational campaign for cultural homogenosity cuts French, German, Portuguese, and Gaelic from the programs. However, this may still be taught at home in some cultural minority populations.

Government and politics

The government and system found in Delta Green is quite unique. Unknown to all but the highest of officials, Delta Green is not exactly a nation. Populations of people are placed into habitation facilities, where giant complexes built as cities and facilities are found, usually subterranean and outside of prying eyes except for a few exceptions to please tourists and visitors. The people are systematically conditioned and drugged until the psychological burden places upon their minds the illusion of living within a great society, creating a compulsory consumerist, dystopian society akin to that of Huxley's Brave New World.

Externally, Delta Green is controlled by a semi-representative, extremely centralized statist government firmly based on capitalism (although this proves to be a folly.) There is only one "official" government office in Delta Green. All other perceived positions, such as the hierarchy of the Delta Green organization, Parliament, and the President's executive advisors, are completely unofficial and only have power because the President wills it so. In theory, the President is the State and the State is the President, yet the Parliament tends to control the President behind closed doors, the executive advisors regulate issues of their domain, the Trust controls all economic affairs, and the Freemen usually operate autonomous of the office of the Presidency in military and intelligence affairs.

The President is little more than a figurehead, at first glance. Yet Bailey O'Sullivan is more than a puppet. The first and only President Delta Green has had (actually, there were three before him, but propaganda revises history to place Bailey as the founder of the Technocracy to inspire loyalty), O'Sullivan has taken a leading stance, even though his actual powers are limited. With support in his actions, he actively works the the "shadow government" of Delta Green to lead his nation, giving them a central point to rally around.

Politics in Delta Green are extremely vague and undetailed to people outside of the nation. What is know is that there is a general sense of apathy when concerning political conflict and affiliation. Propaganda and societal norms further this, and people tend not to associate themselves with political ideologies. Those who do are labelled as extreme radicals and ostracized by the rest of society, such as the dwindling protest group Høyesterett, which causes more resistence to change than support for it. Along with this apathy, as can be inferred, is a deep seated sense of conservatism. This is aided very much by the propaganda used by the Delta Green and the strict centralist policies enforced.

Shadow government

The majority of the actual power in Delta Green can be found in the "shadow government" that rests with the corporatist Trust, the mysterious Parliament, and the Freemen. None of these are official and almost all of these organizations are kept classified and rarely make themselves obvious.

This is one of the defining aspects of the political element of Delta Green. The Technocracy is like a giant conspiracy, long and convoluted folding upon itself in a maddening web of intrigue and bureacracy. The purpose is for one protect the actual goals and motivations behind the Parliament and the purpose of the entire creation of Delta Green. This is all kept unknown, making it near impossible for others to penetrate the real, physical barriers as well as the bureacratic in order to infiltrate the Delta Green political situation.

Executive authority

Delta Green is unique in that it rejects all modern thinking of governmental federalism. There is absolutely no seperation of powers or checks and balances. This goes back onto the "rule by whim" philosophy of absolute monarchies rather than the "rule by law" set up by constitutional governments. It is also important to not that, like a true absolute monarchy, Delta Green does not have a constitution. There is a set of laws, the Codex Praxis, but they are subject to arbitrary change and interpretation at any time. There is no concept of precedence or stare decisis.

Authority of government and law in Delta Green comes directly from the unelected, static position of "Executive." The Executive is not even known to the general populace outside of the government. The Executive is appointed through full consent and support of the Parliament. The Executive allocates its own authority to lesser positions, such as the President, the Commissions, the Freemen, the Caliphs, and other such agencies. The Executive is the State. This authority is formally refered to as the Praxis.

Commissions

As mentioned earlier, executive advisors or "commissioners" form the backbone of the effective bureacracy of the Delta Green government. Each one is personally appointed by the President, and in turn they are given full control of their "commission," in which they further take on additional advisors, bureacrats, and create an organization from appointment. There is little hierarchy set in law rather than whim, but they manage to create a rather well oiled machine. Each one is given full flexibility and authority by the President's endorsement and approval in their chosen area. The vagueness of their position and domain also lends towards a broad interpretation of what their powers actually consist of, and in the especial case of Commissioner of Stability Oppenheimer, they often find themselves taking on positions outside of their commission, branching from their area of authority.

Political parties

The political atmosphere in Delta Green is extremely apathetic and there is little actual conflict in politics. However, in order to provide a semblance of "representative" politics, Delta Green has two state controlled political parties that you can support. Both are controlled by the Parliament. Because they both seem to have an extremely similar platform, Delta Green is a de-facto one party state. Its important to note that you cannot "join" a political party, just support it. This is meant to make sure people do not identify themselves by an ideology or organization other than the state.

The two political parties are the Centralist Party, which is currently led by President Bailey O'Sullivan, and the Centrist Party, which has currently no official leader. The Centralist Party advocates a status quo policy, which means powerful centralization of power around the executive authority and the President. The Centralists also advocated cutting down on overall bureacracy, especially within the Commissions (before Bailey O'Sullivan took power, there were twelve commissions, not six) and the Freemen (there were forty departments before O'Sullivan, he narrowed it down to only seven). The Centrists advocated weighing of the issues as to what is best for Delta Green, and not taking any strong ideological standpoint. They are basically a non-oppositional party, whom only give some semblance of negotiation and competetiton.

Economy

Delta Green claims to have a powerful, free enterprise capitalist system. It is very lax on corporate restrictions and freely admits that it shows much contempt for socialistic economic policies. However, the truth is much more grim than most would think. Delta Green runs everything centralized and planned, with no exceptions, including the economy. Nothing is quite what it seems in this nation. Delta Green, in reality, has a very tight planned economy that is run by an organization of monopolies. This protectionist system means that whatever the government wants produced is produced and that all internal interests are protected from outside intervention. These monopolies also extend into international products and interests.

While the Delta Green economy is currently undergoing an upsurge of growth and is thriving well, it is certainly not the largest in the world. However, it focuses mainly on technological development, especially in bioengineering, IT, and military technology. It also has a powerful pharmaceuticals industry due to the vast resources it can tap into. As far as agricultural production is copncerned, the diet mainly consists of harvested kelp and huge amounts of subterranean animal husbandry and potato farming using complex techniques of bringing sunlight underground.

The Trust is the organization of economic monopolies run by the government. It consists of a large amount of major corporations, which exert a large measure of political influence, though never cross the Parliament that gives them their monopolies.

Internal affairs

Internal affairs within Delta Green may be seen as confusingly burearcratic and horribly complex by some outside analysts. Domestic policy and control mostly lies in the Commission of Stability, headed by Bernard L. Oppenheimer. However, the other Commissions often intervene when their specialized position would bring expertise to the subject. The Freemen also play a large role in controlling internal affairs. All other smaller issues are either enforced by any of the various commissions or are directly addressed by the President.

Habitation Centers

In both Hyperborea and Australia, most citizens of Delta Green live in super-fortified concentrated populations of ethnically similar people where they are completely isolated from the outside work and create a self-autonomous society in which only occassionally does state-owned trading between hab-centers (as they are commonly called) occur. Inhabitants of a single hab-center may only know of the Capitol, and their own, and no others. Those who show great aptitude are recruited into the Freemen, the government, or sent to State University. This way they are able to keep societies blissfully ignorant of their position in the greater picture. A short list of Delta Green habitation centers is below.

  • The Capitol; found directly at the magnetic South Pole, Hyperborea
  • Veritas and Logos; twin hab-centers found on opposite sides of the Amery Ice Shelf, Hyperborea
  • The Big Shell (Shell-01); largest population, on the surface of the Indian Ocean, approx. halfway between Hyperborea and Australia
  • Shells-02 and -03, Subshells-01 and -02; marine habitation centers, found in the Indian or Antarctic Ocean, the Subshells are found below surface, mostly resource collection or research based
  • Uluru; found below the Ayers Rock in Australia, largest Australian habitation center
  • New Melbourne; found in southeast Australia, commercial center
  • Darwin; found in northwestern Australia, known as a center of the ungoining Hyperborean experiment
  • Jiwali; highest concentration of full-blood aboriginals in Australia, center of continuing Aboriginal culture in Delta Green

State Committees

A State Committee is a local form of government that is run by the Commission of Stability, but the real operation is done by the Parliament. The State Committee is everything local government. It is City Council, Judge, Jury, Executioner, Justice of the Peace, everything. It has no identity, it is not elected. It is simply there. It hands out suffrage, marriage licenses, in fact, it hands out any kind of license. It is also responsible for the documentation and indentification of the local population, keeping track of their lives and movements and recording them, sending them back to the Diet at the Capitol. The State Committee is the center of political life in Delta Green.
