The Federated Concordat of Autonomous City-States is a fiercely independent and libertarian nation. Its citizens reside primarily in several large arcologies spread out through the continent, though many enjoy a rural life and connect with others over the expansive quantum computing network.
Each of the member city-states is self-governing with regards to its own affairs. However, the Federated Concordat serves to provide a common defense and foreign policy for the willing members. While a member city-state could elect to secede by referendum, the Federated Concordat has been around long enough and does its job well enough (thanks to a very strict interpretation of their Constitution and mandated salary caps that can only be changed by referendum) that secession has never really been considered.
The government, for the most part, stays out of people's lives unless an individual or group infringes upon the natural rights of another. Sentient electronic life forms, or AI, are included under government protection. The Secretary-General is head of the Executive Branch of the national government and is responsible for setting defense and foreign policy and administrating the few government-owned corporations that provide its funding. The Concordat Senate serves as the legislative branch of national government. The Senate has the power to authorize war, ratify international treaties agreed to by the Secretary-General's office, and regulate the national corporations. The Federal Judiciary serves as an impartial arbiter of the law and is self-supporting through flat rates determined by the Senate.
