History

Founded in the year 484 AD (in Avalyic: k'Ayk Avusic or k'Doas), the villiage of Avalya was met by a beautiful ship on the lake. It was "made of gold trimmed wood with pure white sails". The ship was that of Avus k'Ayk, or Avus oo-Daos, a man dressed in brilliant white robes with a black wooden cane topped with a radient blue and green marble. He landed in the harbor on what is now the royal island and proclaimed that he was the Son of Heaven and Earth, who was to win the war against Verastya, at the time an independent city, provided the Avalyans made him their patron God. The Avalyans accepted, and by nightfall, news had come that the Verastya river had flooded during battle, killing the Verastyan army and the king of Verastya had died of lightning in the storm. Avus was soon welcomed into Avalya. Since then, Avalya has been sheltered by its mountains and small neighbors who make up Namura and grown into a prospering nation.

Government

Before the days of Avus, Avalya was ruled by a warlord who usually passed his position down to his son. After the arrival of Avus oo-Daos, Avus ruled the country as king, advised by a council. In k'Hayseklazhe Avusic (536 AD), Avus k'Asto proclaimed that the people should have the power over themselves, being the wish of Heaven and Earth. Avus maintained his councel and set up a parliment or k'Tanar Avalyic across the river from his council, or k'Tanar Avusic. They were built as square teak buildings with marble trim and gold domes, connected by a bridge over the Avalya River. Avus k'Asto gave final athority to him and his council, but left the daily ruling to k'Tanar Avalyic. Through the years, k'Tanar Avusic used less and less power, choosing to let the decisions of k'Tanar Avalyic stand. However, because of the Divine Charter made by Avus k'Yannflesa and the Progressive Coalition, Avus no longer has power to override parliment. K'Tanar Avalyic has sixty members, who are elected by party and choose a Lord High Chancellor. The major parties are Equallity, Social Democrats, Green, Moderate, Conservative, Religious, Libertarian, and Capitalist. Freedom of religion is granted by Holy Decree as well as freedom of the press, protest, and speech.

The Divine Charter of Avus and Avalya

Understanding that this nation, The Holy Republic of Avalya, cannot survive on the Avusic Declarations and, through its conditions, allow our government to be taken control of or revoked by any one person, be they divine, military, or civilian, we of k’Tanar Avalyic and k’Tanar Avusic, with support of the people of Avalya, draft between the Holy Republic and Avus, Descendent of Heaven and Earth, this Divine Charter of Avus and Avalya as the deed and governing document of our land.

Avus, Descendant of Heaven and Earth, is to be the Head of State of Avalya. Avus is to be regarded as the founder of our nation and leader of its national faith, but Avus is not to be given significant governing power. Avus will be a representative and dignitary of the nation, but not a legislator. While allowed to appear and testify before k’Tanar Avalyic, Avus’ influence is to be mostly kept to k’Tanar Avus, the Cabinet of Avalya.

K’Tanar Avusic is to function as the executive governing body of Avalya. It will consist of the Lord High Chancellor of Avalya, Avus, and the Chancellors of Avalya of Welfare, Health, Education, Defense, Foreign Affairs, Law, Commerce, and Environment. Each Chancellor will additionally be responsible for his or her own Chancellery, which will make policy on their particular issue for the nation. Ultimately, all power in k’Tanar Avusic will come from the Lord High Chancellor and k’Tanar Avalyic.

The Lord High Chancellor is to be the Head of Government for Avalya. He or she will be in charge of all executive decisions for the nation. Although given only one vote in k’Tanar Avalyic, his or her administration, through k’Tanar Avusic, will influence the country by maintaining national services. The Lord High Chancellor is to be the chosen leader of the party of k’Tanar Avalyic that controls the most seats. If a coalition is made between parties, the leader of that coalition or, if there is none, the leader of the most powerful party in the coalition, will be Lord High Chancellor. The Lord High Chancellor is to choose Chancellors with consent of k’Tanar Avalyic through majority vote.

The primary legislative body of Avalya is k’Tanar Avalyic. It is to consist of 60 members: one for each city-region and the rest elected by party at large. Any bill may pass through it with a simple majority, except budgetary measures, which require 36 votes and Declarations of War, which require 40 votes. In case of a tie (for a simple majority) the vote of the Lord High Chancellor will count twice. Additionally, any bill may be passed or repealed if it has won a majority vote in a referendum. A bill may be introduced by petition if twenty percent of the nation serves as a signatory. Elections for k’Tanar Avalyic shall occur annually, at which any referendums shall be voted upon.

By this document, the Holy Republic of Avalya shall be governed. Laws may be made to fulfill its regulations, but if it is to be changed, it requires the agreement of k’Tanar Avusic, k’Tanar Avalyic, Avus, and the People of Avalya. Furthermore, this document shall not nullify the Avusic Declarations of Avusic Succession, Avalya, Democracy, or Conduct of Avusic Bodies nor the Acts of Liberties, Regional Control, Justice, or Conduct of k’Tanar Avalyic. Let this document, a testament to the benefits of Liberty and Democracy, serve our nation into its bright and glorious future.

Religion

Religion is a major part of Avalyic life, being the most spiritual country in Namura. Avalyans follow Avism, which is essentially a type of shamanism. Even before Avus, Avalyans worshiped Heaven and Earth as their gods. However, upon the arrival of Avus k'Daos, Avalyans centralized their beliefs. According to Avism, Heaven and Earth merged together to create the Shaidani, or inhabitable area between the ground and sky. Heaven and Earth are peaceful dieties, who want mankind to unite in harmony. Avus, the son of Heaven and Earth, is a demigod, being whichever man or woman the Avus before him or her perdicts prior to birth. The Avus lives in a palace on an island in Avalya, but is very much a citizen of Avalya, attending city functions. Avus is a human, but a divinely ispired one. Avism preaches for harmony with fellow man as well as the environment. Meat eating is considered ungodly, but is accepted. Many other religions also exist in Avalya with the same freedoms as Avism.
